Following the delivery of the letter outlining our offer to facititate a visit by ASSK on August14, we have made frequent attempts to follow up with ASSK's office. Due to poor telecoms in Burma we were not able to reach ASSK's staff yesterday or last Friday. ASSK had aiso received an invitation to attend the 127th assembly of the inter-parliamentary union in Quebec City Oct 21-26. Her office is trying to see how they can arrange the program so that she can attend both the Global citizen award ceremony in NY on Sept 21 and the IPU a month later. undertook to write to ASSK reiterating open invitation to visit Canada (communicated by letter in Dec 2011 and in person in Mar 2012) and would continue to be in touch with her oflice. July 20: in discussions with US State Dept, cGPM/Hoffmann heard that ASSK planned to spend several weeks in N. America, including visits to NY (UNGA), California and several other locations. She was also apparently considering visiting Ottawa as well as attending the IPU meeting in October in Quebec City . July 23: had a detailed conversation with Dr. Tin Mar Aung, who said that ASSK's trip would last a maximum of 2 weeks and that she would like to include travel to Canada, possibly in the range of Sept 23 (earliest) to 26. She would prefer travelling on the 24th, Monday morning and leave the next day afternoon to the west coast. A day and a half trip (meet with the Canadian government and the Burmese community) was planned for Canada unless there were other invitations and engagement that required her presence. The IPU in Quebec City was now off the plan. July 27: was advised that despite the plans we'd been given, ASSK has decided that 2012/11/20 549,1, uitr?er -all lite is Page 2 of 2 her program in the US is too packed to allow a side trip to Canada. As context. she was suffering from exhaustion when she returned from Europe (she was in fact ill during the trip) and had to miss the first few days of parliament to recover. went back to ASSK's office to see what could be done to have them reconsider - emphasising how disappointed MINA and NGOs would be and offering whatever help we can to get a trip to Canada squeezed in. July 30: continued to follow up. ASSK's office reconfirmed to that there is no possibility of including a trip to Canada during the US trip. They're already concerned about how long the US trip wilt be (more than two weeks). They stated ASSK is committed to coming to Canada for a longer trip at a later date, although there is no clear timeframe. Aug. 9 spoke with ASSK's chief of staff and requested timing for a phone call with MINA. Chief of staff stated again that there was no time for a visit to Canada and that ASSK was not availabie to take a phone call. August 13: GSD spoke with Burmese Ambassador about the potential visit. Aug 14: Wendell Sanford traveiled to Nay Pyi Taw to deliver letter to ASSK. Was unable to reach ASSK's Chief of Staff, but was able to deliver ASSK visit proposal to her Principal Private Parliamentary Secretary, Phyo Zeya Thaw MP, who promised to get it to ASSK. Aug 17: GSDIGiokas advised by Burmese Amb in Ottawa that ASSK is considering rescheduling her US visit. No dates mentioned. Aug 17: Wendell Sanford followed up with phone call to ASSK's parliamentary secretary. No response. Aug 20: Sanford phoned Phyo Zeya Thaw hourly without success. Follow up email sent as well. Attempting to contact US Embassy in Rangoon and State Department in Washington to determine schedule and status of US trip; awaiting response. Aug 21: No response from either ASSK staff or US. We have been in contact with ASSK's personal secretary (ASSK and her staff are in NPT now for a parliamentary sitting). They are still in the midst of drawing up her notional program for the trip and Canada is on their list. ASSK has also received an invitation to attend the 127th assembly of the inter~parliame-ntary union in Quebec city Oct 21-26. Their office is trying to see how they can arrange the program so that she can attend both the Global citizen award ceremony in NY on Sept 21 and the IPU a month later. We will write to ASSK reiterating open invitation to visit Canada (by letter in Dec 2011 and in person in March 2012) and continue to be in touch with her office. Simon Gordon, Tarlq - MINA Subject: possibie visit by Aung Sang Suu Kyi Lynne, The Burmese opposition leader, Aung Sang Suu Kyi is planning a trip to the US, and possibly Canada, in iate September. She has a standing invitation from the PM, reiterated by MINA in March, to visit Canada. Atthough her plans are not yet firm, we were told today that she is considering a visit to Canada for a day and a half the week of September 24. Could you check whether MINA would be in Ottawa that week and whether it would be convenient for ASSK to visit? According to ASSK's office, ASSK's trip to North America would take maximum 2 weeks. Highlights in U.S. are. DASSK to receive Congressional Award in Washington. D.C on Sept 19, then the Global Citizen Award on Sept 21. While she is in the east coast, she would like to travel Canada. Preferred dates are between Sept 23 (earliest) -26 range. She would prefer travelling on the 24th, Monday morning and leave the next day afternoon to the west coast. A day and a half trip (meet with the Canadian government and the Burmese community) was planned for Canada uniess there are other invitations and engagement that require her presence. The IPU meeting in Quebec City in October is now off the plan. Please see below, agreed by OMINA. if you have any additions. comments or deletions. please advise. We see this fetter and talking points as our best recommendation, but will take your guidance as well on any suggested changes. Some questions that you should consider. but that we have accepted as part of our recommendation is "who and "how addressed" (ie as opposed to having no addressee or signature). The talking points are of course key and the place where some discretion in detivery can be determined sur place. conditioned by the tenor of the meeting. I discussed again with OMlNAlHong who mentioned that PMO has indicated UK Secretary Hage is here on the 24th of Sep, so there is a preference for ASSK visit on 25th, which is definitely available. They will however exercise flexibility - I think we should be aware from alt of this that our open-ended invitation may encounter some realities here however, depending on dates that are accepted from ASSK end. if such is the case. I should aiso mention that I met with Ambassador Tin today at lunch and I iet him know that Wendell would be deiivering a more detailed invitation to ASSK in Naypidaw tomorrow. His sense. again, was that she could not come to Canada and i mentioned that wieggiare lyqokin for a half-- or full-day visit. ?1 -: I'll send a separate message on our discussion relatedt the Mt Thank you for your prompt and much appreciated actions on this. Cheers! TALKING POINTS: MEETING WITH STAFF REGARDING INVITATION TO CANADA s.15(1) - lnternationai Page 2 of2 Further to your recent discussions with the Embassy of Canada in Thailand, I would like to re-extend an invitation for Daw Aung San Suu Kyi to visit Canada during her September trip to the United States. - We would be grateful if you could ensure that this invitation is brought to the attention of Daw Aung San Suu Kyi. - Canadian officials will do everything to ensure this visit is brief and comfortable and does not interfere with her US visit. - As a Special Guest of the Government of Canada and an Honorary Citizen, a government aircraft would meet Daw Aung San Suu Kyi in the American city of her choice and return her to her next American destination. Travel time from the Eastern United States is very short. - Depending on her preference, a half- or full-day program in Ottawa could be arranged, including an address to Parliament. we would also be pleased to support a program that also includes another city, if that is ASSK's preference. An opportunity to address the Canadian Parliament, meetings with the Canadian Prime Minister and Foreign Minister, and any other requested officials, could be arranged. - An official visit would be an opportunity for the Government of Canada to again salute Daw Aung San Suu Kyi's courage and achievements. We can reaffirm the growing relationship between Canada and Burma. It would also be timely ahead of the Canadian Minister of International 'l'rade's visit to Burma in September. - Please ensure that Daw Aung San Suu Kyi is aware of the importance the Government of Canada attaches to this proposed visit to Ottawa in September. - with a positive response, an official letter of invitation from Prime Minister Harper will follow to Daw Aung San Suu Kyi. 5319(1) 2012/ll/O2 Nelson, David -GSA From: Puxley, Evelyn --GSA Sent: August 20. 2012 11:53 AM To: Cripton, Erich -MINA cc: MacArthur, Peter -GSD;Vi|1enueva, Sofeene Sauve.
