Doctors are saving lives and providing needed services that are required. To be temporarily sidelined and unable to even present a response to false allegations is not only unfair but puts patients of Dr. Jimmi Rios?Perez in danger or worse. Dr. Jimmi Rios Perez had a patient claim that he discussed an ongoing real estate transaction between the two of them at the time he was conducting a medical examination. The complaint went to the State Board and an order was entered in 2018 that he was under supervision for one year for a nonsexual violation of boundaries because he was engaged in a dual relationship, medical and business, at the same time with a patient. The Board ordered hiHl to have a chaperone with. hiHl when he performs sensitive medical exams (H1 a female patient. He has complied with that requirement. A monitor from the State Board came into his office every three months and did not find any violations. There is not a statutory requirement that an or a cosmetic surgeon have a chaperone present in the room otherwise. At this time, a patient of Dr. Rios has alleged that he examined her without a chaperone in violation of the Board order. Dr. Rios strongly denies this allegation. The chaperone was present, signed the chart and scanned the record into the system at the same time. The patient who claims that Dr. Rios examined her without a chaperone left the exam room and went to the 1100 E. She also scheduled an appointment for an additional surgery with Dr. Rios and came in for the pre? op appointment with her husband and scheduled the next surgery; she has had several surgeries with Dr. Rios. She placed. a glowing review of Dr. Rios on social media and texted him that she needed to know the date of the next surgery so as to make the proper arrangements. The last surgery was cmly cancelled due ix) the Covid?l9 pandemic. In spite of tmn: glowing' review and her jplans for further surgery with Dr. Rios after her appointment, this patient has since accused Dr. Rios of an indecent assault on the date of her chaperoned examination. It was the same exam where she made a follow?up appointment for additional gynecological services. McAllen Police took her complaint and ultimately charged Dr. Rios with ea Class 2% Misdemeanor. Although innocent (If the charges lodged, he respects the process and surrendered to the police and was bonded out on a Personal Recognizance Bond. On Thursday, April 2, 2020, the State Board had a hearing without any' notice or .pre?advice to Dr. Rios and. temporarily suspended his license. Dr. Rios had no knowledge of the hearing taking place and no opportunity to respond prior to his license being suspended. A release was made to selected members of the media that a ?hearing? was conducted when in fact it was a presentation of hearsay information to three panel members with no input from Dr. Rios and no opportunity to respond. Dr. Rios is vigorously contesting the allegations made against him and believes strongly be will be exonerated of all charges. Dr. Jimmi Rios?Perez is a native of Camaguey, Cuba who received his medical degree in Cuba and was a general surgeon and oncological surgeon in Cuba. He married his wife, Karenia, thirtymone years ago when they' were both Inedical students in Cuba. Dr. Rios left Cuba to study in Puerto Rico as a resident to become an He originally had to serve as a surgical assistant in the United States while taking his exams to become an in the United States. He also practices cosmetic surgery. His wife was also a medical doctor in Cuba and was a specialist in allergies. She now performs laser treatments and associated procedures with Dr. Rios in their office in McAllen. They have one son who is graduating from IB this year and going to UTRGV to pursue his dream of becoming a medical doctor like his parents. In his spare time he is also a sheep rancher who organically raises lamb for sale. Dr. Rios has delivered countless babies since becoming an and attends labor with his patients. He also performs gynecological services and is particularly sensitive to issues which could involve cancer, given his experience as an oncological surgeon. Dr. Rios approaches cosmetic surgery as art and has performed multiple procedures on patients to reshape their bodies through liposuction and surgeries, known for performing ?mommy makeovers? for ladies who Ihave had. children and xvish TX) have their prehmommy bodies restored or have the bodies they never had before child?bearing.
