I write to vou today to request that Itrou adopt a regional approach, leveraging relationships between local governments in targeted areas and releasing from state- wide orders the manv communities that data reveal are minimallv impacted hv the virus. The map of counties with the greatest number of confirmed cases provides a path to a regional approach. Thirty:I counties in North Carolina make up SEE-s of the cov1o-1s case count. However, Executive Drders cover the entire state without regard to the severitv of the outbreak. Instead of crafting state-wide restrictions, respectfullyr ask that vou consider a regional approach of working with local governments to keep necessaryr restrictions in place in the areas that have been hard hit bv the virus while allowing rural counties and towns to begin rebuilding their communities. Ma nv have applauded vour analogs.r of lifting of restrictions to a dimmer light switch with incremental adjustments. and a regional approach could he an important component of that sttategv. Children in rural counties. where lack of intemet access is a huge obstacle for online learning, could return to school. Rural hospitals. which have been financiallv devastated hv the ins bilitv to perform elective procedures, are not in danger of being overwhelmed by patients and should be able to resume normal operations. Elur fragile rural economies could begin the process of rebuilding. I ask vou to personallv reach out to the leaders of the counties and cities where the virus has hit the he rd est, starting with the 3D counties that account for 359s of the cases, asking for cooperation in approving iocal restrictions that continue stav at home ordErs. This is not to advocate for a patchwork of confusing and complex restrictions that varv widelv between counties- Local governments should work in tandem, adopt restrictions that have demonstrated their effectiveness, and create a swath of protection where it is needed.
