COVID-19 STRATEGIC PREPAREDNESS AND RESPONSE PLAN Country Preparedness and Response Status for COVID-19 as of 20 April 2020 iStock.com/izzetugutmen All countries are at risk and need to prepare for and respond to COVID-19. Each country is encouraged to plan its preparedness and response actions in line with the global Strategic Preparedness and Response Plan1. Support will be prioritized to countries with weak health systems and significant gaps in preparedness capacity for technical and operational implementation. The support will be implemented through global, regional and country-level activities and be allocated based on needs and availability of funds. To facilitate the global planning processincluding the identification of the overall response envelope required, a preliminary categorization of countries was conducted based on: 1. Operational readiness capacities based on the IHR (2005) State Parties Annual Reporting (SPAR) tool, which is a self-assessment. 2. Current position on a continuum of response scenarios: preparedness, high-risk of imported cases, imported cases, localized transmission, and community transmission. The operational readiness categorization was refined based on additional information fromvoluntary external evaluations, pandemic influenza preparedness plans, country readiness assessment for health emergencies, missions to the countries, as well as the most up-to-date country specific COVID19situation analyses. The resulting preliminary country categorization list can be found in the table below. This categorization will be updated regularly based on the evolving COVID-19 situation in each country and specific country risk and capacity assessments which will be conducted to identify key response requirements as the situation evolves. This will impact the total global resource envelope required over time. 1 https://www.who.int/docs/default-source/coronaviruse/srp-04022020.pdf COVID-19 STRATEGIC PREPAREDNESS AND RESPONSE PLAN Country Preparedness and Response Status for COVID-19 as of 20 April2020 Table 1: COVID-19 Preparedness and Response Status for Countries, Territories, and Areas,2 as of 20 April 2020 Response Category 5- Community transmission Country Preparedness Capacity Level 5 Level 4 Canada Algeria Mexico Argentina Panama Switzwerland Andorra San Marino Colombia Peru United States of America Brazil Turkey Dominican Republic South Africa Chile Tunisia Ecuador Iran (Islamic Republic of) 4- >=10 cases Level 3 Level 2 Bosnia and Herzegovina Paraguay Syrian Arab Republic Ukraine Indonesia Australia New Zealand Austria Ireland Albania Malawi Afghanistan Namibia Belgium Norway Bahrain Kuwait Angola Maldives Benin China Portugal Antigua and Barbuda Mali Republic of Korea Brunei Darussalam Latvia Denmark Bolivia (Plurinational State of) occupied Palestinian territory, including east Jerusalem Finland Germany Iceland Israel Italy Japan Lithuania Malaysia Monaco Netherlands Bulgaria Singapore Costa Rica Slovenia Croatia Spain Cyprus Sweden Czechia United Arab Emirates Egypt United Kingdom of Great Britain and Northern Ireland Luxembourg Malta Mauritius Oman Poland Romania Armenia Azerbaijan Bahamas Bangladesh Barbados Belarus Estonia Russian Federation France Saudi Arabia Cambodia Greece Slovakia Cameroon Hungary Thailand Congo Viet Nam Côte d’Ivoire Belize Cuba Democratic Republic of the Congo Dominica El Salvador Mongolia Montenegro Morocco Mozambique Myanmar Nepal Niger Cabo Verde Chad Djibouti Somalia Timor-Leste Togo Uzbekistan North Macedonia Eritrea Philippines Fiji Zambia Qatar Gabon Republic of Moldova Guatemala Rwanda Saint Kittis and Nevis Saint Lucia Senegal Georgia Serbia Ghana Seychelles Grenada Sierra Leone Guinea Sri Lanka Gyana Sudan India Suriname Jamaica Trinidad-Tobago Jordan Uganda Kazakhstan United Republic of Tanzania Central African Republic Pakistan Venezuela (Bolivarian Republic of) Ethiopia Liberia Burkina Faso Nigeria Saint Vincent and the Grenadines Lebanon Botswana Equatorial Guinea Eswatini Kenya Level 1 Guinea-Bissau Haiti Honduras Iraq Kyrgyzstan Lao People’s Democratic Republic Libya Madagascar Uruguay Zimbabwe 2  The categorization will be updated periodically through capacity and risk assessments based on the evolving COVID-19 situation.
