COVID-19 STRATEGIC PREPAREDNESS AND RESPONSE PLAN Country Preparedness and Response Status for COVID-19 as of 19 March 2020 iStock.com/izzetugutmen All countries are at risk and need to prepare for and respond to COVID-19. Each country is encouraged to plan its preparedness and response actions in line with the global Strategic Preparedness and Response Plan1. Support will be prioritized to countries with weak health systems and significant gaps in preparedness capacity for technical and operational implementation. The support will be implemented through global, regional and country-level activities and be allocated based on needs and availability of funds. To facilitate the global planning processincluding the identification of the overall response envelope required, a preliminary categorization of countries was conducted based on: 1. Operational readiness capacities based on the IHR (2005) State Parties Annual Reporting (SPAR) tool, which is a self-assessment. 2. Current position on a continuum of response scenarios: preparedness, high-risk of imported cases, imported cases, localized transmission, and community transmission. The operational readiness categorization was refined based on additional information fromvoluntary external evaluations, pandemic influenza preparedness plans, country readiness assessment for health emergencies, missions to the countries, as well as the most up-to-date country specific COVID19situation analyses. The resulting preliminary country categorization list can be found in the table below. This categorization will be updated regularly based on the evolving COVID-19 situation in each country and specific country risk and capacity assessments which will be conducted to identify key response requirements as the situation evolves. This will impact the total global resource envelope required over time. 1 https://www.who.int/docs/default-source/coronaviruse/srp-04022020.pdf COVID-19 STRATEGIC PREPAREDNESS AND RESPONSE PLAN Country Preparedness and Response Status for COVID-19 as of 19 March 2020 Table 1: C OVID-19 Preparedness and Response Status for Countries, Territories, and Areas,2 as of 19 March 2020 Response Category 4- >=10 cases Country Preparedness Capacity Level 5 Level 3 Level 2 Australia New Zealand Algeria Ireland Albania Lebanon Afghnaistan Belgium Norway Andorra Kuwait Argentina Maldives Bolivia (Plurinational State of) Canada Portugal Republic of Korea Latvia Armenia Morocco Bosnia and Herzegovina China Austria Denmark Singapore Bahrain Luxembourg Azerbaijan Finland Slovenia Mexico Bangladesh North Macedonia Burkina Faso Brazil Germany Spain Oman Belarus Iceland Sweden Brunei Darussalam Poland Cambodia Israel Switzerland Romania Cameroon Italy United Arab Emirates Costa Rica Russian Federation Colombia Croatia San Marion Cyprus Saudi Arabia Domiican Republic Czechia Slovakia Ecuador Egypt Thailand Georgia Estonia Turkey India France Viet Nam Indonesia Japan Lithuania Malaysia Netherlands 3- <10 cases Level 4 Monaco United Kingdom of Great Britain and Northern Ireland United States of America Bulgaria Chile Cuba Greece Jamaica Hungary Jordan Iran (Islamic Republic of) Kazakhstan Mauritius Antigua and Barbuda Bahamas Barbados Bhutan Congo Côte d’Ivoire Democratic Republic of the Congo Eswatini Ethiopia Ghana Guinea Guyana Kenya Panama Iraq Peru occupied Palestinian territory, including east Jerusalem Philippines Pakistan Qatar Paraguay Republic of Moldova Ukraine Rwanda Senegal Level 1 Uzbekistan Venezuela (Bolivarian Republic of) Serbia South Africa Sri Lanka Tunisia Uruguay Liberia Benin Mongolia Djibouti Montenegro Equatorial Guinea Nepal Nigeria Saint Lucia Saint Vincent and the Grenadines Seychelles Sudan Suriname Trinidad and Tobago United Republic of Tanzania Central African Republic Gabon Gambia Guatemala Honduras Kyrgyzstan Mauritania Namibia Somalia Togo Zambia 2  The categorization will be updated periodically through capacity and risk assessments based on the evolving COVID-19 situation.
