It also highlights capital improvement projects that were completed or underway in 2018. Seawall Tide Line Markers 5 SEATTLE DEPARTMENT OF TRANSPORTATION Areaways Making capital improvements to transportation structures ensures these assets remain safe and available to the traveling public. This Annual Report summarizes the inventory, condition, operation, and maintenance of 124 bridges, 613 retaining walls, 502 stairways, and 238 areaways. Roadway Structures operates SDOT’s 4 movable bridges, 3 of which are along the Lake Washington Ship Canal and 1 of which crosses the West Duwamish Waterway. In addition, it operates the South Park Bridge, which is owned by King County. Bridge Operations staff comply with Coast Guard regulations by ensuring that these 5 movable bridges are available for vessel openings 24 hours a day, 7 days a week. The Fremont Bridge and the Ballard Bridge are over 100 years old—a testament to the extended life a bridge can have when we invest in maintaining our infrastructure. Roadway Structures considers many factors before recommending a structure for replacement, including a detailed “elementlevel” condition assessment—in compliance with Federal Highway Administration (FHWA) guidelines—that compares the condition of the structure to other bridges throughout the U.S. This assessment, along with other local factors, provides a prioritization process that fits within SDOT’s vision and goals, particularly to ensure public safety. 2018 marks the third year of the Levy to Move Seattle (LMS) approved by Seattle voters. The LMS has provided additional funding to help reduce the backlog maintenance work on transportation structures. With over $1.3B in unfunded structure replacement needs, extending the life of existing bridges is important to keep our transportation system functioning at full capacity while making investments in new infrastructure. The LMS 6 SEATTLE DEPARTMENT OF TRANSPORTATION Elliott Bay Seawall will help to advance this goal; however, bridges will not last forever, and replacement of aging bridges should be planned proactively. In 2018, Capital Projects achieved 14 in-house designs, managed 36 projects with an awarded contract value of $124M, completed processes for over $700M of capital investments, and managed approximately 80 active projects. Capital Projects supports a variety of SDOT programs, including Neighborhood Greenways, Vision Zero, Safe Routes to School, Neighborhood Street Fund, and the Bicycle Master Plan. INTRODUCTION INTRODUCTION Capital Projects and Roadway Structures’ (CPRS) mission is to preserve existing infrastructure and manage capital improvements, while maintaining and operating bridges, retaining walls, stairways, and areaways to provide safe and reliable transportation structures and make the most of Seattle’s investments in transportation. There are 4 sections within the Capital Projects group: Engineering, Construction Management, Environmental/Right-of-Way, and Project Management. There are 3 sections within the Roadway Structures group: Bridge Engineering, Bridge Maintenance, and Bridge Operations. Capital Projects and Roadway Structures Roadway Structures Engineering Design Services Project Management Services Stairway Installation 8 SEATTLE DEPARTMENT OF TRANSPORTATION Construction Management Services Real Property & Environmental Services Inspection of Seattle City Light Infrastructure Capital Projects Group Overview ENGINEERING The primary purpose of Engineering Services is to produce plans, specifications, and estimates for our Capital Projects group. We provide in-house design for traffic signals and street lighting, roadways and sidewalks, curb ramps and ADA compliance, and much more. We offer technical assistance where necessary and serve as contract managers on over 20 on-call contracts. In addition to CPRS, we support many divisions and agencies, including the Project Development Division, Policy and Planning, Street Use, Office of the Waterfront, Office of Move Seattle, Seattle City Light, and Seattle Public Utilities. We also perform quality control and process management, working in accordance with the CPRS Project Roadmap, CPRS Quality Control and Quality Assurance Guide for In-House Design Projects, and the Washington State Department of Transportation (WSDOT) Local Agency Guidelines, where applicable. In 2018, we advertised 14 in-house design led projects for construction, with a total construction value of over $30M. We also expanded our in-house bridge load rating capability, completing 6 projects. We worked diligently to provide technical support for the Department and the City, facilitated over $3M in work authorizations through on-call contracts, served as technical leads on the Waterfront Seattle, Sound Transit 3, SR99 Demolition, Decommissioning, and Surface Street Project, and SR-520 projects, and executed an oncall technical service agreement with SPU for structural engineering support. Our team continues to develop and grow, and we recognized 2 employees for 25-year and 30year service awards, respectively. We also had 2 team members receive the 2018 Shining Star Award, and another member was selected to participate in the 2019 National Bike Summit in Washington, D.C. CONSTRUCTION MANAGEMENT The Construction Management Services team manages construction of roads, bridges, sidewalks, areaways, landslide repairs, landscaping, traffic signals, lighting, trails, and more. We administer construction contracts, including inspection and documentation, and ensure adherence to contract requirements. We manage construction projects for many divisions within SDOT, including CPRS, Office of the Waterfront, Policy & Planning, Traffic Management, and Street Maintenance. Within those divisions, we manage a variety of project types, including Arterial Asphalt and Concrete, sidewalk pedestrian programs, Safe Routes to School, Bridge Programs (new, retrofits, paint and maintenance), Trail Construction and Rehabilitation, Neighborhood Street Fund projects, Neighborhood Greenways, and Utility Maintenance and Upgrades. The Utility Maintenance and Upgrades allow us to support several partner agencies, including King County Metro, Seattle Public Utilities, Seattle City Light, and Puget Sound Energy. In 2018, we managed 36 projects with an awarded contract value of approximately $124M. We experienced a nearly 70% increase in both the number of individual contractor payments made as well as the total dollar amount of all those payments. We documented and processed 272 individual contractor payments totaling nearly $78M. We also managed approximately 15-20 active projects and an additional 15-20 projects in pre-construction or close-out phase at a time. SEATTLE DEPARTMENT OF TRANSPORTATION 9 ENVIRONMENTAL / RIGHT-OF-WAY PROJECT MANAGEMENT Both the Environmental Services and Real Property teams engage members of CPRS and the Project Development Division and are involved in the planning, design, and construction processes, though in different ways. The Real Property team acquires all real property needed for capital projects, drafts legislation for City Council acceptance of real property acquired, processes dedications and easements for private developers per the City’s land use code and responds to property research requests. The Environmental Services team conducts National Environmental Policy Act and State Environmental Policy Act review and compliance for capital projects, and some projects led by other divisions. We also obtain environmental permits from Seattle Department of Construction & Inspections, King County, and applicable state and federal agencies, as well as manage SDOT’s stormwater compliance program. Our Project Management team consists of 25 project managers who manage a wide range of transportation capital projects within various programs. Examples include projects that support Roadway Structures, Transit+Multimodal, Vision Zero, Bicycle Master Plan, Safe Routes to School, Neighborhood Greenways, and AAC. Depending on the size and complexity of the projects, project managers may manage 1-4 capital projects at any one time, each of which may be at a different phase of the project lifecycle. Together, these service teams completed right-of-way (ROW) and environmental processes for over $700M of capital project investments in 2018, including Waterfront Seattle, Fairview Ave N bridge, Northgate Pedestrian Bridge, and acquired 95 parcels. The Real Property team processed over 100 dedications and easements for private developers and initiated a new process to bring innovative ROW management software to SDOT. The Environmental Services team organized a Certified Erosion and Sediment Control Lead (CESCL) training for 40 staff from SDOT, Seattle Public Utilities, Seattle Department of Construction & Inspections, and the Seattle Parks and Recreation. In 2018, the Project Management team managed approximately 80 active capital projects that were at different stages of development including Project Definition, Design, and Construction. Approximately 30 of these projects reached Substantial Completion in 2018. Our Project Management team has members who also serve as program managers for various transportation programs within SDOT. Our program managers work closely with SDOT program owners and asset owners to support development of their annual budgets, spending plans, and funding plans. Our program owners also provide early project concept development as well as preliminary cost estimating and schedule development. SEATTLE DEPARTMENT OF TRANSPORTATION 10 Roadway Structures Group Overview The Roadway Structures Group has a 66-person staff comprised of engineers, skilled trade persons (mechanics, electricians, carpenters, installation maintenance workers), and bridge operators. CPRS supports contracting equity and the Women and Minority Business Enterprise (WMBE) Program through strategies delineated in the SDOT 2019 WMBE Outreach Plan. This includes: ›› Providing advanced notice of opportunities for Consulting and Public Works to promote and encourage WMBE inclusive teaming ›› Focusing on scoping of projects to explore approaches to make work more accessible to the WMBE contracting community including unbundling and sizing ›› Attending and speaking at regional outreach events, such as the Alliance Northwest Government Contracting Event, and SDOThosted Working with SDOT outreach events which help WMBE firms connect with department staff and learn about procurement methods, products and services that SDOTpurchases ›› Implementing the analysis learned from the internal WMBE Advocate trainings as WMBE Advocates Beyond CPRS’ commitment to RSJI as a division, both groups within CPRS also implement RSJI in their own work. The Roadway Structures group implements RSJI in the following ways: ›› Use of WMBE firms for CIP design, construction of major maintenance projects, and provision of other construction-related services ›› Analysis of work order locations for neighborhood equity The Capital Projects group implements RSJI in the following ways: ›› All capital projects undergo a Racial Equity Analysis early in the planning phase. This includes recommendations on how projects can address existing RSJI issues and identifies opportunities to improve RSJI implementation. ›› We analyze project and infrastructure investments across the City to evaluate gaps in community needs.This process ensures that underserved communities are receiving capital investments fairly and equitably across the City on a large scale. ›› The Capital Projects communications team provides targeted outreach and communication to each community, particularly under-represented communities such as immigrant and refugee communities, for input on our transportation programs and projects. Outreach and communications incorporate RSJI findings and goals, which allow our teams to address racially or culturally sensitive issues and understand the components of each project that are important to the city and impacted communities. ›› Through our contracting, we ensure that small and minority-owned businesses are provided equal opportunity to compete for both consultant and construction contracts. Capital Projects also participates in an outreach event every quarter to share upcoming opportunities with small or otherwise disadvantaged businesses. SEATTLE DEPARTMENT OF TRANSPORTATION 12 CAPITAL PROJECT HIGHLIGHTS CAPITAL PROJECT HIGHLIGHTS Below are project highlights from the Capital Projects group for 2018. ARTERIAL PAVING—6TH AVE We paved 6th Ave from Stewart St to Yesler Way with asphalt to repair and seal seams and cracks in the surface. These improvements extend the life of the pavement, which reduces future maintenance costs. We also upgraded curb ramps and made sidewalk improvements at various locations along 6th Ave. RIGHT: Sidewalk reconstruction at 6th Ave and Columbia Street BICYCLE MASTER PLAN—2ND AVE PROTECTED BIKE LANE NORTH EXTENSION We extended the existing protected bike lane on 2nd Ave in Center City from Pike St to Denny Way. We also added 3 new signals along 2nd Ave at Clay St, Cedar St, and Vine St to add predictability for people walking, biking, and driving. These improvements enhance safety, offer a smoother travel experience for all users, and provide an intuitive north-south route for those biking through downtown. RIGHT: Installation of new signal at 2nd Ave and Bell St SEATTLE DEPARTMENT OF TRANSPORTATION 14 ALLEY ACTIVATION—NORD ALLEY We removed dumpsters and repaved Nord Alley as part of our efforts for “Alley Activation” to restore alleys to historic usages as pathways, public spaces, and commercial hubs. We even hosted a number of the 2010 World Cup soccer matches in the alleyway! The outcome was a safer and revitalized environment that engages both the community and businesses. RIGHT: Nord Alley after restoration improvements NEW SIDEWALKS—SAFE ROUTES TO SCHOOL —RAINIER VALLEY ELEMENTARY We created safer, accessible walking routes at several locations near Rainier View Elementary as part of our Safe Routes to School program. We selected 8 intersections to make crossing improvements, including curb ramps and curb extensions. These improvements enhance safety and encourage kids, families, and neighbors to walk and bike to Rainier View Elementary School. We also partnered with local organizations to promote an educational curriculum for safety around walking and biking and coordinated with Seattle Police Department to increase enforcement efforts. RIGHT: New curb bulbs along the SRTS route NEIGHBORHOOD STREET FUND—HARBOR AVE SW AND SW SPOKANE ST INTERSECTION IMPROVEMENTS This project focused on enhancing safety for all users while maintaining transit and freight access. We installed a new curb ramps and a bike-only signal, removed segments of a concrete barrier and some vegetation, and restriped the crosswalk to enhance safety and visibility for people walking and biking. RIGHT: Intersection configuration looking east before improvements SEATTLE DEPARTMENT OF TRANSPORTATION 15 BRIDGE SEISMIC RETROFIT—FAIRVIEW AVE N BRIDGE This project replaces 2 seismically vulnerable parallel bridge structures and addresses notable hazards, including seismic vulnerability, severe deterioration of the timber piers, and shear cracking on the support end of the east bridge’s girders. A new, single bridge will accommodate a protected bike lane, new walkways for people walking, and 3 vehicle travel lanes. The contract was advertised in November 2018 and construction is planned for 2019. RIGHT: Fairview Ave N east and west bridge supports BRIDGE PROGRAM—S LANDER ST BRIDGE S Lander St is an essential east-west connection in Seattle’s SODO neighborhood. Every day, the street serves people walking, biking, and driving. This important connection closes over 100 times per day for train crossings, causing frequent traffic delays. As the region continues to grow and rail operations expand, this bottleneck is likely to worsen. We are building a bridge over the railroad tracks on S Lander St between 1st Ave S and 4th Ave S that will enhance safety for all users. RIGHT: Preparing to set a 120’ shaft steel reinforcement cage SEATTLE DEPARTMENT OF TRANSPORTATION 16 BRIDGE PROGRAM—NORTHGATE PEDESTRIAN BRIDGE The Northgate neighborhood is a major residential and employment destination that continues to grow. The neighborhood is positioned to become one of the region’s most active transit hubs with the completion of Sound Transit’s Link light rail station opening in 2021. Today, Interstate-5 (I-5) divides the neighborhood in two, and the existing transit center is a 25-minute walk from North Seattle College. The new pedestrian bridge will give bridge users a safe, direct route over I-5, connecting the neighborhood and transit systems. In 2018, the design progressed from 60% to 100% in preparation of advertising in early 2019. Architect rendering of a future Northgate Pedestrian Bridge Stairway Rehabilitation Projects MOVE SEATTLE This program rebuilds and/or rehabilitates stairways to the latest standards, adding proper width, step height, grip rail, landings, and other features required by the Americans with Disabilities Act. However, bridges that are significantly deteriorated are inspected more frequently to give us the most current condition data and as mandated by City ordinance as a matter of public safety. We also monitor several structures electronically in real time to ensure public safety. We inspect a variety of elements for each bridge including footings, columns, cross beams, girders, decks, and railings. The average age of bridges in Seattle is 59 years old, which indicates that most of Seattle bridges are approaching or have already exceeded their design life. Each bridge has a sufficiency rating (SR) that is determined by FHWA guidelines. Our average SR is 68.94. The improvement from the 2014 average SR is a result of the work completed during the “Bridging the Gap” funding program. Through “Bridging the Gap” funding, 8% of all bridges in the city are new bridge structures. FWHA sets standards for 2 types of deficient bridges: Structurally Deficient (SD) and Functionally Obsolete (FO). SD bridges have conditions that may reduce the bridge’s ability to carry normal traffic and have at least 1 major element rated in poor condition. A FO bridge has geometry or clearance aspects that no longer meet current traffic standards. In 2018, 45 bridges were FO and 6 bridges were SD. The chart and graphs below and on the previous page show bridge age, replacement costs, replacement value by condition. SEATTLE DEPARTMENT OF TRANSPORTATION 20 To prioritize replacement or rehabilitation projects, Roadway Structures has developed a Structure Rating Code, which is a weighted combination of the SR and Project Rating Criteria (PRC). PRC includes additional local factors that are not part of the FHWA guidelines, such as public safety, preservation of public investment in infrastructure, regional equity, and economic impacts. A bridge’s age is often an indicator of its relative condition. The average age of bridges in Seattle is 59 years old, which indicates that most of Seattle’s bridges are either approaching or have already exceeded their design life. Bridges constructed 60 years ago were typically designed to last 50 to 60 years. TOP TO BOTTOM: Ballard Bridge Operator; Airport over Argo Bridge Inspection; Load Testing on Phinney Ave Bridge; Emerson Seismic Join Grating Replacement SEATTLE DEPARTMENT OF TRANSPORTATION 21 Moveable Bridge Operations We own and operate 4 movable bridges. Three of the bridges cross the Lake Washington Ship Canal: Ballard Bridge, Fremont Bridge, and University Bridge. The 4th bridge, the Spokane St Swing Bridge, spans the west waterway of the Duwamish River. These 4 bridges operate 24 hours a day, 7 days a week, 365 days per year. King County reimburses SDOT for all operations and maintenance costs associated with the South Park Bridge. The U.S. Coast Guard manages navigable waterways within the United States. Federal law 33 CFR 117, enacted in 1894, requires bridges to be permitted, and, in general, to not restrict navigation. The permits for the Ship Canal bridges allow for a period during peak commute hours when the bridges can remain closed to boat traffic; however, there is no restricted period on the Spokane St Swing Bridge due to the influence of daily tides on vessel navigation. We also operate and maintain the South Park Bridge on behalf of King County. The bridge is located over the Duwamish Waterway and also operates 24 hours a day all year long. The Elliott Bay Seawall is the city’s longest retaining wall at more than 7,000 feet. Roadway Structures recently replaced the southern half of the Elliott Bay Seawall. Below is a chart that shows where retaining walls are located throughout the city. See Appendix B for a full inventory of retaining walls. Inspection & Condition Roadway Structures aims to inspect retaining walls once every 5 years (compared to every 2 years for bridges). In 2018, Roadway Structures inspected 16 walls, rated retaining wall elements, and assessed the ratings to develop a relative conditions comparison. The estimated replacement value of known areaways is more than $189.5M. For an inventory of areaways, see Appendix D. Areaways are different than other Roadway Structure assets in that they consist of a combination of structure types and may have multiple owners. Areaways generally consist of 3 elements: building wall, street wall, and structural sidewalk. The building wall and structural sidewalk are predominately owned by the adjacent property owner, whereas the street wall may either be the responsibility of SDOT or the adjacent property owner. Areaway at 1301 1st Ave between University St and Union St Inspections & Condition SDOT has completed inspections on known areaways in the Pioneer Square District and other areaways outside of this district. Many areaways are over 100 years old and were not built to today’s standards. In addition, many have deteriorated to the point where they are much weaker than when they were first built. This detailed prioritization system ensures that the highest-priority work is completed first. Roadway Structures prioritizes available resources to address critical issues, but is unable to repair all maintenance defects annually, resulting in a backlog of various types of maintenance. As of December 31, 2018, there is a backlog of 976 work orders with a cost of over $10M. Light Diablo Dam Bridge Inspection SEATTLE DEPARTMENT OF TRANSPORTATION 32 EMERGENCY RESPONSE EMERGENCY RESPONSE Roadway Structures crews and engineers are ready to respond to emergency situations 24 hours a day, 7 days a week, 365 days a year. In 2018, crews responded to 72 emergencies. Additionally, Roadway Structures staff participate in the SDOT Incident Management Team and support the department’s Annual Snow and Ice Response. Both of these functions are in conjunction with the City’s Office of Emergency Management. There was no significant seismic event in 2018 that triggered the post-earthquake bridge inspection program. SEATTLE DEPARTMENT OF TRANSPORTATION 34 FUNDING FUNDING The Roadway Structures group continues to operate as efficiently as possible despite significant maintenance funding deficits. The total replacement value for all bridges, stairways, retaining walls, and areaways serviced by Roadway Structures is approximately $8.3B. As an industry rule, prudent annual maintenance expenditures should be equivalent to 1-3% of the total replacement cost for the fixed assets being maintained. Funding, including from the Levy to Move Seattle, has trended around $10M per year since 2016. In 2018, Roadway Structures maintenance crews responded to four major movable bridge outages. During the prior 15 years, there had been only one major movable bridge outage. Over the coming years the maintenance funding situation will worsen without a significant increase in funding as a result of new assets coming online from major capital projects such as the redeveloped Seattle waterfront. It is worth noting that the Levy to Move Seattle is helping with the situation by infusing the maintenance budget with $2.4M annually (included in the $10M noted above) for reduction of our work order backlog. Asset maintenance will continue to be a core priority for SDOT. In 2018, Roadway Structures was also responsible for a $33M capital improvement program (CIP) budget for installation of new structures (Northgate Pedestrian Bike Bridge and Lander Grade Separation Bridges), replacement of older inventory (Fairview Bridge), and major capital improvements to existing inventory (Bridge Load Rating, Painting, Stairways, Retaining Wall and Areaway Programs). Approximately $9.2M of this was from the Levy to Move Seattle (Bridge Seismic Retrofit Phase III and Bridge Rehab/ Replacement Programs). Over the past few years, SDOT has added and removed several bridges to its inventory, resulting in a net increase of over 266, 679 square feet of bridge deck. This additional inventory puts strain on annual non-levy maintenance funds. SEATTLE DEPARTMENT OF TRANSPORTATION 36 EMERGENT NEEDS MAJOR PROJECTS EMERGENT, UNFUNDED NEEDS & MAJOR INSPECTION AND MAINTENANCE PROJECTS We have many challenging bridge maintenance needs. Skilled craft crews perform maintenance projects on many of Roadway Structures-managed assets, alongside qualified engineers and engineering technicians who inspect and assess structural assets. The projects highlighted here represent work that goes beyond routine inspection and maintenance and demonstrate ways in which Roadway Structures staff provide high-quality technical and structural work at the best value. NORTHLAKE RETAINING WALL We manage over 612 public retaining walls, most constructed when the City’s street system was first developed. The area along the north shore of Lake Union, near Stone Way North, was improved with a 452-foot timber retaining wall in April 1952. The retaining wall provided solid support for the street and utilities between Lake Union and N 34th St. Age-related deterioration of the timber retaining wall has put this section of public rightof-way at risk. Isolated wall failures have resulted in development of sinkholes behind the wall. The estimated cost to replace the wall is more than $20M. In 2018, parking along the wall was reconfigured to move vehicle loading away from the wall in the interest of public safety. We also installed rotation sensors at 3 locations along the wall to monitor possible wall movement and to automatically alert Roadway Structures engineering staff should a safety concern arise. Also in 2018, we funded and began early project work to draft an emergency response plan should wall deterioration accelerate, to engage relevant permitting agencies in conversation about permissible replacement schemes for the wall, and to develop a conceptual design for full wall replacement. Although early project work will continue through 2019, SDOT has not obtained full replacement funding. We will continue to seek funding through grant programs and other methods in 2019. Northlake retaining wall SEATTLE DEPARTMENT OF TRANSPORTATION 38 MOVEABLE BRIDGE CENTERLOCK SYSTEMS On January 6, 2017, the Ballard Bridge, over which approximately 60,000 cars travel each day, experienced a failure of the centerlock linkage system due to the combined effects of age, long term structural fatigue and cold temperatures. The steel centerlock bars that connect the north and south halves of the bridge are operated by a series of levers arms and shafts. Due to the failure, the bridge was stuck in a position that did not allow vehicles to cross. CPRS’s skilled maintenance crews quickly went into action and installed a temporary lock system within hours of the original failure. The temporary system was manually operated until replacement parts could be fabricated and installed. Since the failure in 2017, the Ballard Bridge has had other outages related to other centerlock component failures in 2018. Ballard Bridge centerlock gears and lateral transfer shaft undergoing repairs The University Bridge has had similar centerlock problems and is the movable bridge to most recently have been manually operated until replacement parts could be fabricated and installed. Despite preventative maintenance of centerlock systems on a regular basis, their age and rate of deterioration exceeds the ability of maintenance crews to stay ahead of major defects that result in operational outages. As such, Roadway Structures will be seeking additional funding for replacement of the Ballard Bridge and University Bridge centerlock systems. The estimated cost is $500K. Comparatively, the Fremont Bridge centerlock system was replaced in 2005 and has been problem free since project completion. SEATTLE DEPARTMENT OF TRANSPORTATION 39 4TH AVE S BRIDGE OVER ARGO RAILYARD LANE CLOSURE The purpose of routine bridge inspection by SDOT’s trained inspection engineers is to identify conditions that could become public safety issues long before they occur. One example of where routine inspection led to identification of an issue before larger problems could arise was at the 4th Avenue South Bridge that crosses the Argo rail yard, which was built in 1933 and is now 85 years old. Over the years, different lane configurations were installed on this bridge, and in 1986, a change was made that allowed vehicles to travel on the eastern edge of the bridge. Over time, cracks began to develop in the cantilevered section of the concrete pier cap near the east end of the bridge. A detailed analysis of the cap indicated that heavy trucks were contributing to the cracks in the concrete. To address the growing cracks, we have restricted southbound travel by trucks and northbound traffic by all vehicles to the center lanes. In 2018, we began a permitting and repair design process. Lane restrictions are temporary until the cross beams can be strengthened in 2019/2020. This is an example where bridges remain in use longer than they were designed for and must be modified and/or strengthened to preserve important transportation routes. It is also an example of the impact to aging structures by increasing traffic volumes and weight of commercial vehicle traffic. Costs for repair design ($380,000) and construction ($15M) are currently not funded. 4th Avenue South Bridge: Cracked cantilevered bridge pier section over the Argo Rail Yard PIONEER SQUARE AREAWAYS Areaways are one of the more challenging assets in the SDOT structures inventory. They were built as a result of regrade efforts to create more land in the late 1800s and early 1900s. As such, the structural components that make up an areaway are aged and in many cases showing the signs of advanced deterioration. Over roughly the last 20 years, approximately 40 areaways have been either structurally retrofitted (typically with a reinforced concrete, micropile-supported “strong wall” against the existing streetwall) or filled in with controlled density fill. For instance, one each of these mitigation types was completed in 2018 near the intersections of 1st Ave and Columbia St and 1st Ave and Marion St. Due to increasing traffic demands and vehicle weight on 1st Avenue and as a matter of maintaining public safety, Roadway Structures engineers will be conducting increased inspection and monitoring of areaways in Pioneer Square and downtown in 2019/2020. Installation of monitoring equipment to alert engineering staff of advanced deterioration will also be implemented early in the program in 2019. As indicated by inspection and as funding allows, areaway street walls will either be retrofitted to tolerate increased loading or loading will be restricted to prevent increased wall deterioration or failure. SEATTLE DEPARTMENT OF TRANSPORTATION 40 SPOKANE ST SWING BRIDGE CONTROLS, HYDRAULICS AND SEISMIC STABILITY The Spokane St Swing Bridge is a cantilevered, post-tensioned, concrete, hydraulic, lift and turn bridge conveying traffic below the West Seattle High Pass Bridge along SW Spokane St. Lift and turn operations for each 7,000ton movable side of the bridge are facilitated by two turning piers (Pier 6 and Pier 7). This bridge configuration is the only one of its kind in the world and is a marquee asset in our bridge inventory. Construction of the bridge was completed in 1991. Given its 27-year service life, several major maintenance issues have become apparent recently and present a significant funding challenge to the Roadway Structures maintenance budget. Major maintenance issues include: determination and mitigation of the root cause of the Pier 6 lift cylinder failure in June 2018; maintenance of the current Pier 7 cylinder to address the determined cause; replace the original but underdesigned hoist system that is used to extract the cylinders from beneath the bridge; removal of compacted Duwamish River silt collected in the seismic isolation area below Pier 6 and upgrade of the bridge operation control system. Details on each of these issues follows. LEFT: Spokane St Swing Bridge: Pier 6 lift cylinder emergency replacement June 2018 PIER 6 CYLINDER FORENSICS AND ROOT CAUSE MITIGATION On June 20th, 2018, the Pier 6 lift cylinder was found to be leaking during a routine preventative maintenance inspection. The leak was from an internal section of the cylinder and was not visible for specific diagnosis and mitigation with the cylinder in place and in service. The decision was made to replace the in-service cylinder with a spare cylinder kept in reserve for this express purpose. The driving factor in the decision to swap cylinders was the Federal requirement to maintain navigable waterways open to marine traffic. If the cylinder leak worsened and the cylinder could not hold pressure, the remaining alternative was to make a one-time turn of the bridge into the “open for marine traffic” position (closed to roadway traffic) resulting in significant breakage of other bridge components. The lift cylinder is 9 ft. in diameter, weighs approximately 32,000 lbs., and operates at a working hydraulic fluid pressure of 1,800 psi. Despite a lack of recent experience with this type of major maintenance effort, the Roadway Structuresmaintenance, operations and engineering team swapped cylinders and brought the bridge back in service in 5 days. We are currently operating the bridge at risk given an undiagnosed cylinder leakage, and a cylinder of the same configuration and service life to the one recently replaced on Pier 6 is still in use for Pier 7 lift and turning. After the bridge was operational again, Roadway Structures procured an engineering consultant to assist with forensic investigation to determine the cause of the leak on the Pier 6 cylinder. LEFT: Spokane St Swing Bridge (right) adjacent to the West Seattle High Pass Bridge (left) at the Duwamish River SEATTLE DEPARTMENT OF TRANSPORTATION 41 Planning for forensics began in November 2018, and the cylinder will be shipped to a forensic machine shop in January of 2019. Further action will be determined based on the findings of the forensic investigation. Note that a similar failure occurred in 2001, resulting in the discovery of a fundamental flaw in the design of the original cylinder. This resulted in a $3M, 3-year process to redesign the cylinder and to build 3 new units. One of these redesigned units is the cylinder that failed in June of 2018. The funding need to complete Pier 6 cylinder forensics, address Pier 7 cylinder maintenance, and to replace the hoists in each pier is $2.5M. BRIDGE CONTROL SYSTEM UPGRADE The electronic control system components that allow action calls at the bridge operator control panel to be communicated to the hydraulic power systems that lift and turn the bridge were based on technology that was already 10 years old in 1991 when the bridge was commissioned. Those systems are now showing significant signs of deterioration and given the age of the technology replacement components are either difficult and costly to procure or can’t be procured at all. We are currently experiencing repeated freezing of the CPU that is a primary control component and hoping that it reboots successfully each time. If this system fails, our only method of controlling the bridge is with a manual back-up system located in each turning pier that requires significant refurbishment and the coordinated effort of several people to open and close the bridge rather than 1 bridge operator. Roadway Structures currently has a design process underway to reroute communication from the bridge operator tower to Piers 6 and 7 via new fiber optic cable and to replace the existing control systems with updated programable logic controllers. The fiber routing design is at 100% and the control system upgrade is currently undergoing a peer review process to move the project from 60% to 90% design. The current project schedule is to have design complete by October 2019 and to put the contract out to bid in by the end of 2019. The total estimated cost for this project is $1.6M. PIER 6 SILT REMOVAL Pier 6 is supported by 32, 36-inch diameter steel foundation piles that pass through a concrete bridge seal (used as the floor of the coffer dam built to facilitate Pier 6 construction) via 32, 48-inch diameter isolation sleeves. This leaves a 6-inch-wide circumferential annular space between each foundation pile and isolation sleeve. To control the pile group seismic response, the annular spaces were backfilled with pea gravel to a common elevation, resulting in the same pile stiffness characteristics for each pile in the group. To prevent infiltration of river sediment that would alter those stiffness characteristics, each annular space was capped with a galvanized, steel bolted collar. The foundation piles, isolation sleeves, and caps are visible underwater via the 3-foot vertical space between the top of the bridge seal and the bottom of the Pier 6 foundation floor. An underwater inspection was performed in 2013 that found evidence of annular space cap failure and significant buildup of sediment in the 3-foot space between the top of the remaining bridge seal and the bottom of the Pier 6 foundation. This presents a risk of unfavorable seismic response of the bridge that could cause catastrophic failure under earthquake loading. Roadway Structures currently has a major maintenance design process underway to remove the silt from the 3-foot vertical space, replace all of the annular space collars, inspect each annular space, and if necessary, remove infiltrated sediment down to the original elevation for desired pile group seismic response. All of this work will be done underwater, requiring the use of commercial divers. The total estimated cost for this project is $200K. SEATTLE DEPARTMENT OF TRANSPORTATION 42 ANNUAL CIP STRUCTURES PROGRAMS ANNUAL CIP STRUCTURES PROGRAMS RETAINING WALLS BRIDGE PAINTING The Retaining Wall program is designed to provide a dedicated funding source for repairs to retaining walls. The following project started design in 2018: Roadway Structures has 19 bridges built with steel elements and 14 bridges that have metal components. These bridges require regular painting to protect them from corrosion and rust. The typical life of a paint system on a bridge is 18 years. Managing the safe weight capacity of bridges is an important element to bridge safety. The Load Rating program provides for: 1) detailed analysis and calculation of the load capacity of a bridge; 2) live load tests on a bridge; and 3) instrumentation and monitoring of deficient bridges. LMS provided funding that closed a gap for the replacement of the Fairview Ave bridges and reduced the backlog of maintenance on transportation structures. Given the fact that bridges will not last forever, it is essential that we plan for the future. Bridges are unique in the way they are managed. While sidewalks can crack and settle and roadway pavement can have potholes, bridges cannot experience these types of failures without causing a significant risk to public safety. Thus, bridges must be replaced or treated with major rehabilitation before they deteriorate to a point where public safety is a consideration, or they must be closed. Seattle’s transportation system is highly dependent on the existing bridges, and bridge closure is not a preferred option. The rate of structural deterioration and the age of our structural inventory are making our current funding practices inefficient and unsustainable. There is an urgent need to create a more robust and ongoing fund source for systematic replacement of our oldest bridges, as well as creation of a strong bridge preservation program. The reality is we have $3.4B in bridge replacement value for bridges that are over 60 years old. If we spent $100M per year, it would still take over 30 years to replace these bridges, some of which would be over 90 years old by the time of their replacement. This level of investment for bridge replacement is not feasible in the near future. Therefore, we must invest in preservation strategies that allow bridges to last longer than they were initially designed to while continuing to provide safe, reliable travel. Investing in technology that allows bridge engineers to better understand how bridges perform is part of the solution. We currently have electronic remote monitoring on some bridges that provides key data to the bridge engineering office for detailed analysis. We are also exploring the use of unmanned aerial vehicles (UAV) to supplement the handson inspections engineers perform. Dedicated and skilled craft workers, bridge operators, and engineering staff ensure this goal is met, all working together to increase mobility and improve public options to Move Seattle. Public safety and the safe travel across Seattle bridges remain Roadway Structures’ highest priority.
