Dear Ms. Welch:

It is our understanding you have received federal funds under the CARES Act (including
the 1.25 Billion Dollars referred to as the Coronavirus Relief Fund) appropriated to the State of
Mississippi.

This letter is to inform you the Mississippi Legislature will be in session shortly to plan
the constitutional appropriation of these ?inds to address Mississippi?s immediate and ?iture
needs in responding to the COVID-19 health and economic crisis.

You are instructed to hold the entire amount of all such CARES Act funds (including the
1.25 Billion Dollars allocated under the Coronavirus Relief Fund) which have been received in
the established account (DF A CARES ACT, Fund 6820113000) in which they currently reside
and any federal funds appropriated after this date to the State shall also be held in your account

until the Legislature provides instruction through its appropriation process on distribution of
State funds.
