STATE OF SOUTH DAKOTA OFFICE OF THE GOVERNOR EXECUTIVE ORDER 2020-22 By virtue of the authority vested in me by the Constitution and the laws of the State of South Dakota, 1, KRISTI NOEM, Governor of the State of South Dakota, continue to ?nd it necessary and appropriate to take action to ensure that COVID-19 remains controlled and that residents of South Dakota remain safe and secure: Whereas, Current projections released by the state Department of Health, endorsed by the state?s major health systems, and informed by scienti?c data and expertise, indicate that due to the citizens of South Dakota following the guidelines and directions, the potential demand of hospitals due to the novel coronavirus has been reduced, South Dakota has ?attened its curve slowing the spread of COVID-19, and beginning to resume normal activity is possible with a well-followed and deliberate plan; and, Whereas, As members of our communities, South Dakotans have joined together in these times of crisis to confront dif?cult times and have helped their neighbors and shown that they are dedicated to following the directions and guidance to respond to this pandemic; and, Whereas, Executive Order 2020-21, provided South Dakota?s ?Back to Normal Plan? that details the expectations for individuals, businesses, schools, health care providers, and local governments to return to normal business and social interactions while accounting for the inherent uncertainties of this pandemic; and, Whereas, State Government shall move towards opening their of?ces in coming weeks under the new normal. The transition requires a process that provides both citizens and employees with con?dence that safety and wellness are fully addressed: NOW, THEREFORE, I do hereby rescind Executive Order 2020-09 and order all personnel of the of?ces of state government to report to work as directed by their Cabinet Secretary or Bureau Commissioner; I recognize that not all personnel are able to work remotely and in those instances will be granted administrative leave as deemed necessary; and, BE IT FURTHER ORDERED, All work-related, out-of-state travel may be approved on a case by case basis; and, BE IT FURTHER ORDERED, This Executive Order shall be in effect 12:00 am. local time on Saturday, May 2, 2020 and shall continue until 11:59 pm. on, Sunday, May 31, 2020; and, BE IT FURTHER ORDERED, This Executive Order shall apply only to state employees within the Executive Branch of state government under the direct control of the Governor.
