RE: FY 20?21 Budget Cut Directive For General Fund and Departments

 

 

 

As previously discussed in our department head conference call, the pandemic has
resulted in unforeseen expenditures and revenue declines estimated to plunge by $30
million in FY 19/20. Additionally, discretionary revenue is projected with a shortfall of $50
million in This coupled with the uncertainty of negative impacts from the state
in the coming months has increased the projected shortfall to $100 million or more.

To align our spending with projected revenue losses, I am recommending a two?phased
approach:

1) Phase I This phase will be implemented as part of our Recommended Budget,
in June. This will require the general fund departments with NCC allocation to
create a budget cut of 5%-10% in RivCo Budget. Please see the attached
reduced NCC list for your department. The savings achieved through this phase
is anticipated to be $65 million.

2) Phase II ?After your Phase I cut of please create an additional 5% cut,
which will be evaluated for implementation as soon as the Governor?s revised
budget is published (estimated to be August - September). The savings achieved
through phase II is anticipated to be $37 million.

Please include a summary of the budget cut impacts to your department?s personnel or
programs.

Internal Service Departments are directed to follow the same guidelines.

The deadline to submit the revised budget is May 13th by 5 pm. The Executive Office will
be reviewing changes immediately thereafter. Your decision packages will be evaluated,
and further changes may be required before the final publication of the budget on May
29.

budget hearings are set for June 15-16, and June 23.
