April 29, 2020 The Honorable Larry Hogan Governor of the State of Maryland 100 State Circle Annapolis, Maryland 21401-1991 Dear Governor Hogan: First, thank you for your tremendous leadership through this COVID-19 Pandemic. You have shown your political greatness in putting the residents of the State’s health above all else. This is about saving lives and helping people as you have demonstrated to this country and to the world. In your most recent press conference, you stated your plans for reopening the State of Maryland, Maryland Strong: Roadmap to Recovery. We as the local leaders of the largest counties of the State, would like to be included in the discussions on the plan of reopening and what is considered in these decisions. There are particularly important areas in each county that need to be considered, i.e. boating, camping, entertainment, golf, and church activities in our counties, including Baltimore City. We need to focus on our small businesses that need to be open to survive. We are requesting to be a part of the discussion on reopening because it concerns all of us. It would be more productive if we all contribute to the discussion of rolling out the reopening of the State. A systematic, planned approach would be much appreciated by our neighbors and maintain your four pillars for reopening - expanding testing capacity, robust contact tracing operation, increasing the supply of PPE, and increasing hospital capacity. We look forward to hearing from you and your office on how we can collaborate on this reopening roadmap and plan. Thank you for your continued leadership in the Pandemic fight. And together we can keep Maryland Strong! Respectfully, Steuart Pittman Anne Arundel County Executive Bernard C. “Jack” Young Mayor of the City of Baltimore John Olszewski Jan H.
