This project was identified after preparation of the Final Environmental Impact Study (FEIS) for the military relocation to Guam and the Commonwealth of the Northern Mariana Islands (CNMI) and Appendix E under various projects of the 2011 Programmatic Agreement (PA) among the Department of Defense, the Advisory Council on Historic Preservation, the Guam State Historic Preservation Officer, and the Commonwealth of the Northern Mariana Islands State Historic Preservation Officer Regarding the Military Relocation to the Islands of Guam and Tinian. In accordance with Stipulation I.E. of the PA, it is a new project associated with the Guam and CNMI Military Relocation (the Undertaking). This memorandum presents information to allow the Guam State Historic Preservation Officer (SHPO) to provide comments on the identification and evaluation of historic properties and the determination of effect. The J-017-II project proposes to construct a Main Gate and a Commercial/Tactical Vehicle Gate as part of J-001B Utilities and Site Improvements (U&SI) Phase II. The Main Gate and a Commercial/Tactical Vehicle Gate will provide installation security for Marine Corps Base Camp Blaz. Main Gate facilities will include an entry canopy with guard booths and guard pedestals, a gate house, an overwatch enclosure, a utility building, a search area with canopy, and a Visitor Control Center (VCC) building with parking lot for visitor Privately Owned Vehicles (POVs). The VCC building will include an indoor and outdoor Public Visitor Education Display that will feature curated artifacts collected during cultural resource surveys and mitigation efforts in support of the Guam Build-Up projects. The effort may also require munitions and explosives of concern (MEC) removal and associated efforts. PROJECT LOCATION The J-017-II project is located at NBGTS, in the north central part of the island within the village or municipality of Dededo. Although today the general area is commonly referred to as Finegayan or North Finegayan, its pre-World War II name was Machanao. The traditional Chamorro place name of the area was Sabanan Fadang. NBGTS is located west of Route 3 and south of Northwest Field at Andersen Air Force Base. NBGTS supports headquarters communications center activities, and provides communications receiving operations for Navy and other Department of Defense (DoD) services on the island. It occupies approximately 1,195 hectares (2,952 acres) of land. The NBGTS is situated on the limestone plateau above the western cliffs of northern Guam. The plateau, which rises from 120 to 150 meters (400 to 500 feet) above mean sea level (amsl), is relatively flat, although there are localized raised and depressed areas caused by differential solution of the limestone bedrock below the soil layer. The J-017-II project is generally located on the east side of the J-001B footprint, along Routes 3 and 3A. These locations are shown in Figure 1. The total Area of Potential Effect (APE) for J-017-II is 12.19 hectares (30.14 acres) (see Figure 1). IDENTIFICATION OF HISTORIC PROPERTIES Scope of DoD Identification Efforts In planning for the Undertaking, the Department of Defense (DoD) has conducted extensive archaeological and architectural surveys (Figure 2) and evaluations. In consultation with the Guam State Historic Preservation Officer (SHPO), Advisory Council on Historic Preservation (ACHP), National Park Service (NPS) and Concurring Parties to the 2011 Programmatic Agreement (2011 PA), the DoD has applied the results of those identification efforts to the siting/lay down of individual projects to avoid and minimize effects to historic properties to the extent practical. DoD has provided documentation of these efforts to the Signatories and Invited Signatories via Appendices D and E of the 2011 Programmatic Agreement (PA). DoD surveys and evaluations have focused on project-specific APEs, defined consistent with 36 CFR §800.16(d) to include those portions of the island of Guam subject to direct and indirect effects of projects included in the Undertaking. 2 This PA Memo is required by Stipulation IV.E.2.a. of the PA as a means for interested members of the public to provide comments on the identification and evaluation of historic properties. The results of the aforementioned identification efforts indicate that there is one site within the project footprint that is treated as eligible for listing in the NRHP. This is Guam Historic Preservation Inventory (GHPI) Site 66-08-2305 and it has been subjected to data recovery level investigations in accordance with the 2011 PA and adheres to the Secretary of Interior (SOI) Standards and Guidelines for the Treatment of Historic Properties and Advisory Council on Historic Preservation’s (ACHP) recommended approach for consultation on recovery of significant information from archaeological sites. Site 66-08-2305 was a Post-World War II (WWII) Seabee encampment (1944-1954) with components from the Second American Territorial Period, First American Territorial Period, and Latte Period. The site measured 300 meters east/west and 600 meters north/south. The majority of features relate to the U.S. Seabee encampment and include foundations, latrine pits, a gravel road, and a roadblock formed with up-ended barrels. Numerous WWII bomb craters were located in the northern part of the site and contain discarded bottles and combat debris. Evidence of First American Territorial Period Spanish-style features included a cobble platform, a brick oven (altered during or after WWII), and a scatter of related artifacts suggesting that this area was a lancho during the First American Territorial Period. Additional artifacts include Latte Period ceramic sherds, a Japanese porcelain sherd, Japanese beer and sake bottles, American beer bottles, faunal and human bone, and marine shell. Site 66-08-2305 was determined eligible for listing on the NRHP under Criterion D. This site has undergone archaeological survey and extensive subsurface testing during data recovery in support of this project (Dixon et al. 2018; Welch 2010; see PA Memo #2 for J-001B Utilities and Site 5 This PA Memo is required by Stipulation IV.E.2.a. of the PA as a means for interested members of the public to provide comments on the identification and evaluation of historic properties. Archaeological monitoring was conducted during construction activities related to J-001B at Site 66-08-2305 (Pacheco et al. 2020). Guam SHPO concurred with the DoD’s findings in PA Memo #2 for J-001B Utilities and Site Improvements Phase I (December 9, 2014) for resolution of adverse effect for GHPI Site 66-082305. In accordance with Stipulation VI.F. of the PA, the DoD has retained a full-time Archaeologist to provide site checks, oversee coordination and execution of the archaeological mitigation measures in the PA and to provide quality control. This individual is on-staff at Marine Corps Base Camp Blaz Public Works Department, and is designated to respond to and report any inadvertent discoveries to the Signatories, Invited Signatories, and Concurring Parties per Stipulation XII of the PA. DETERMINATION OF EFFECT: Considering the information presented above, the DoD has determined that the design and construction of the Main Gate and a Commercial/Tactical Vehicle Gates at NBGTS will have no adverse effect to historic properties within the J-017-II APE since the eligible site (GHPI Site 6608-2305) has been mitigated per requirements under PA Memo #2 for J-001B Utilities and Site Improvements Phase I dated December 9, 2014) (Dixon et al. 2018). 6 This PA Memo is required by Stipulation IV.E.2.a. of the PA as a means for interested members of the public to provide comments on the identification and evaluation of historic properties.
