Legislative Building Washington State Legislature Olympia, WA 98504-0600 May 11, 2020 The Honorable Jay Inslee Governor State of Washington Legislative Building Olympia WA 98504 Dear Governor Inslee: We are in receipt of your letter dated May 9, 2020 requesting extension of the statutory waivers and suspensions ordered in Proclamations 20-31.1 and 20-33.1, as well as that portion of Proclamation 20-28.1 relating to RCW 42.56.520(1). Pursuant to RCW 43.06.220(4), we hereby extend the above-referenced statutory waivers and suspensions as follows. After reconsideration, Proclamation 20-31.1 is extended to 11:59 p.m. on May 31. Senator Billig and Speaker Jinkins support extending Proclamation 20-33.1 to 11:59 p.m. May 31 as requested, but Senator Schoesler and Representative Wilcox will agree only to extend to 11:59 p.m. on May 18. At that time they will consider a further extension after considering the progress the Department of Children, Youth and Families is making on a plan for visitation between children in out-of-home placements and their families. Proclamation 20-28.1 related to RCW 42.56.520(1) is extended to 11:59 p.m. on May 31, with the understanding that the waiver/suspension will not apply to 5-day response requirements under the statute for public records requests received by an agency electronically. Sincerely, ANDY BILLIG Senate Majority Leader MARK SCHOESLER Senate Minority Leader LAURIE JINKINS Speaker of the House J.T. WILCOX House Minority Leader __________________________________________________________________________________________________________
