Prepared By: LCG, Community Development Department Lafayette, Louisiana Summary of Substantial Amendments to the LCG 2018/22 Consolidated Plan This is an amendment to the 2018-2022 Housing and Community Development Consolidated Plan for the Lafayette Consolidated Government (LCG) to receive and administer $852,935 in Community Development Block Grant (CDBG) funding from the U.S. Department of Housing and Urban Development (HUD) made available through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) and to add Assistance to Businesses as a high priority in order to provide business assistance and support to retain employees that are low- and moderate-income in response to COVID-19. Additional CDBG funding that may be made available to LCG by HUD through the CARES Act is unknown at this time. If additional funds are received, they will be used for eligible CDBG activities including, but are not limited to, assisting low- and moderate-income households with rental/utility assistance for no more than three months, grab and go/delivery meal programs, eligible buildings and improvements, including public facilities, and public services in support of other COVID-19 response services. All activities will prevent, prepare for or respond to the spread of coronavirus 19 (COVID-19) and facilitate assistance to eligible communities, households, and persons adversely impacted by COVID-19. In addition, LCG may plan to reprogram up to 50% of FY 2019-2020 CDBG and/or HOME funding as needed to respond to COVID-19. FY 2020-2021 CDBG and/or HOME funds already allocated to the City-Parish may also be used to respond to the COVID-19 pandemic. Summary of Substantial Amendments to the LCG 2019 Annual Action Plan The CDD is proposing to use CDBG-CV funds to provide assistance to businesses or micro-enterprises in order to support them in creating positions or retaining employees that are low- and moderate-income.  Lafayette Economic Development Authority (LEDA) – LEDA is an economic development organization that provides assistance to local companies in their growth, market development and workforce development efforts. LCG will develop a partnership with LEDA to implement a Business Assistance/Micro-enterprise Program. LCG will make available $852,935 in CDBG-CV funds to enact a business assistance program to retain or rehire employees that are low- and moderate-income that were adversely affected by COVID-19. They will provide forgivable emergency operating capital loans to businesses affected by COVID-19. LEDA estimates assisting 250-350 businesses to retain low- and moderate- income employees. LCG may engage additional agencies to disperse funds as appropriate and necessary to expeditiously enact the program. 
