The trial court issued an order granting plaintiffs' motion for preliminary injunctive
relief and denying defendants' motion to dismiss. Defendants filed a petition asking this
court to issue either a peremptory writ of mandamus vacating the preliminary injunction
or an alternative writ of mandamus directing the court to vacate the preliminary
injunction or show cause for not doing so. Defendants also filed an emergency motion
for an order to stay the preliminary injunction while this court considers its mandamus
petition. Plaintiffs and intervenors filed objections to the emergency motion.

This court has considered defendants? emergency motion and plaintiffs? and
intervenors? objections, including the factors each identified as relevant to whether this
court should issue a stay. The emergency motion is granted. The trial court's
preliminary injunction is stayed pending this court's resolution of defendants' mandamus
pe??on.

Plaintiffs? and intervenors? responses to the mandamus petition are due as soon
as practicable and no later than May 22, 2020.
