Post-2020 Census CVAP Special Tabulation Post-2020 Census Citizen Voting Age Population by Race and Ethnicity (CVAP) Special Tabulation PURPOSE As in years past, the Census Bureau is committed to producing a special tabulation (or a series of special tabulations) providing states their respective citizen voting age population (CVAP) for use in voting rights analysis. This documentation is being published in order to inform interested parties and stakeholders about the planned format and content of the Post-2020 Census CVAP Special Tabulation. This also provides some background as to the source data that will be used for the creation of this data product. CVAP BACKGROUND A CVAP special tabulation was originally created, at a data user’s request, from the Census 2000 long form for voting rights analysis. This special tabulation was created down to the block-group level of geography. At the request of the Department of Justice after the 2010 Census, beginning in February of 2011, CVAP tables were produced annually from each year’s most recent 5-year ACS data. The Post2020 Census CVAP Special Tabulation, based on the 2020 Census, administrative records data, and other possible census data, will replace the CVAP tables based on the American Community Survey that would have been released in February 2021 from the 2015-2019 ACS data. No decisions have been made regarding the future of the CVAP tables from the ACS beyond 2021. Post-2020 CENSUS CVAP SPECIAL TABULATION The methodology regarding the Post-2020 Census CVAP Special Tabulation’s creation is still under development. This document will be updated with additional information, as warranted, when future decisions surrounding this dataset are finalized. The purpose of this document is to provide transparency on those aspects of this planned dataset that are currently known. This will be a special tabulation, providing data on citizen voting age population by race and ethnicity, prepared from the 2020 Census and other sources of data. The race and ethnicity data will come from the 2020 Census questionnaire, as processed into the 2020 Census Edited File. The citizenship status will be determined using statistical methodologies, still under development, and record linkages to a variety of administrative records. The expected federal administrative records 1 being evaluated for possible use are from the Social Security Administration, Internal Revenue Service, Centers for Medicare and Medicaid Services, Department of Housing and Urban Development, Department of Homeland Security, Department of State, Indian Health Services, Department of Justice, and the Bureau of Justice Statistics. In addition some state administrative records, when available, may be used. These state records include Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Supplemental Nutrition Program for Women, Infants and Children (WIC), Low-Income Home Energy Assistance Program, and State Driver’s Licenses. All administrative data are protected by the confidentiality requirements of Title 13 U.S. Code. They cannot be shared in identifiable form with any other government agency or the public. The Census Bureau assures the confidentiality of the underlying micro-data by applying the same stateof-the-art differentially private disclosure avoidance algorithms implemented for 2020 Census At the time this document was issued not all of the agreements between the Census Bureau and the agencies listed have been finalized, specifically not with the Bureau of Justice Statistics. 1 Version: CVAP_Post2020_Census_documentation_v5.pdf Post-2020 Census CVAP Special Tabulation publications to the CVAP tables at all levels of geography. The privacy-loss budget for the 2020 CVAP will be included in the total privacy-loss budget allowed for the 2020 Census. CONTENT The data tables will display the estimated resident United States (50 states and the District of Columbia) voting-age citizen population for the following race and ethnicity classifications: Total: Hispanic or Latino Not Hispanic or Latino: White alone Black or African American alone American Indian and Alaska Native alone Asian alone Native Hawaiian and Other Pacific Islander alone Some Other Race alone Black or African American and White American Indian and Alaska Native and White Asian and White American Indian and Alaska Native and Black or African American Remainder of Two or More Race Responses These categories are, by design, fully compatible with table P4 in the 2020 Census PL94-171 redistricting data product. GEOGRAPHY The 2020 CVAP data will be tabulated and published for a subset of geographies, including blocks, from the 2020 Census P.L. 94-171 redistricting data product specification. These geographies are: Nation (summary level 010) State (summary level 040) 2 Congressional District (summary level 500, based on boundaries for the 116th Congress) State Legislative District, Upper Chamber (summary level 610, based on the boundaries for the 2018 election) State Legislative District, Lower Chamber (summary level 620, based on the boundaries for the 2018 election) County (summary level 160) Minor Civil Division (MCD) (summary level 060, for the 12 strong MCD states: CT, MA, ME, MI, MN, NH, NJ, NY, PA, RI, VT, and WI) Tract (summary level 140) 2 State includes the District of Columbia Version: CVAP_Post2020_Census_documentation_v5.pdf Post-2020 Census CVAP Special Tabulation Block Group (summary level 150) Block (summary level 750 in the redistricting data and summary level 100 in the Demographic Housing and Characteristic file) FORMAT The tables will be made available in two formats: .SAS data sets and .CSV (comma-separated values) format. SAS is a statistical analysis software package, and CSV files can be read into a large number of software programs such as Excel or Access. Note that in the CSV files, the variable name will be the first row in the file. The tables for each of these geographies, except for Nation and State 3, will be organized into individual state subdirectories. The Nation and State tables will be in the main directory which will contain those state subdirectories.
