,i I Steve Ivey Director Parks and Recreation Department May 26, 2020 City of Huntsville Parks and Recreation facilities have begun the process of re-Opening and returning to normal operations to the extent allowed under State Health Of?cer orders. This policy letter takes effect at 12:01 am on Tuesday, May 26, 2020 and remains in effect until amended or abolished by written noti?cation. At the effective date and time, this policy letter supersedes and preempts the previously published policy dated May 18, 2020. The following guidelines will be followed and strictly enforced by City of Huntsville staff: 1. General guidelines: a. All activities must adhere to and ensure 6-foot social distancing separation between individuals not from the same family unit. b. Patrons and employees are encouraged to wear masks or facial coverings when activities do not preclude them. 0. Parks and Recreation staff will routinely sanitize restrooms, equipment, and other ?high- touch? areas. 2. Outdoor activities: a. Parks, greenspace, and greenways throughout the City are open for exercise and other passive uses. All activities must adhere to requirements for social distancing between individuals not from the same family unit. b. Users of the parks are encouraged to wear masks or other facial coverings when unable to maintain 6-feet of separation from other people. 0. Activities authorized at municipal facilities, if social distancing is followed: 1. Outdoor archery at designated archery facilities. 2. Running/walking/biking where routinely permitted. 3. Disk golf. 4. Dog park use. 5. Remote control aircraft/watercraft at locations designated for those activities. 6. Skateboarding at designated skate parks. The Star of Alabama P. O. Hours of operations are posted at each facility. 11. Pavilions. Use must adhere to State-mandated social distancing standards. 12. Weight rooms open on June Staff at each facility will establish and enforce maximum occupancy and social distancing standards speci?c to that facility. 13. Team athletic activities. Effective May 27, 2020, at 5:00 pm, persons attending or participating in athletic activities shall comply with the following rules, as established by the State Health Of?cer order: a. Permitted team activities. From May 27, 2020, at 5 :00 pm, until June 14, 2020, participation in team athletic activities is limited to practices that involve conditioning, skill drills, and similar activities, subject to the rules of this paragraph. Beginning June 15, 2020, participation in team athletic activities may proceed in any respect subject to the rules of this paragraph. For purposes of this paragraph, ?athletic activities? means ?sports that involve interaction with another person of closer than six feet? and ?activities that require use of shared sporting apparatus and equipment.? b. Social distancing. Players, coaches, of?cials, and spectators shall not congregate within 6 feet of a person from another household except to the extent necessaryw?and only to the extent necessary?for players, coaches, and of?cials to directly participate in the athletic activity. (ii) Players, coaches, of?cials, and spectators shall refrain from high ?ves, handshakes, and other physical contact except to the extent necessary??and only to the extent necessary?for players, coaches, and of?cials to directly participate in the athletic activity. c. Facial coverings. Players, coaches, and of?cials shall wear a mask or other facial covering that covers his or her nostrils and mouth at all times except when a player or of?cial is directly participating in the athletic activity. d. Sanitation. Players, coaches, and of?cials shall not share water coolers, drinking stations, water bottles, cups, or other drinking devices. Organizers of athletic activities shall take reasonable steps, where practicable, to regularly disinfect frequently used items and surfaces. e. In addition to complying with the requirements of this paragraph, persons attending or participating in athletic activities are strongly encouraged to comply with any guidelines adopted by the relevant governing organization, if one exists for the athletic activity in question, to the extent those guidelines are consistent with the requirements of this paragraph. f. In addition, organizers of athletic activities are strongly encouraged to read and implement the Alabama Department of Public Health?s ?Guidelines for Adult and Youth Athletic Activities.? 3. Recreation Centers and other indoor facilities: a. Municipal recreation centers will be open Monday Friday, 9am 6pm for limited activities where appropriate social distancing can be maintained (must follow CDC guidance and adhere to State Health Of?cer orders). All facilities will be limited to 50 percent of the normal occupancy load as determined by the ?re marshal. Regular activities will resume. b. Parks and Recreation staff must monitor all activities continuously to ensure adherence to the standards. Patrons not following City staff directives will be asked to leave the facility. 0. Locker rooms and shower facilities will remain closed. (1. Room rentals for private events, including athletic court areas, are limited to groups and activities meeting State?mandated social distancing standards. As room sizes vary between facilities, limitations for each speci?c room will be established and prominently posted. e. Special programming organized by Parks and Recreation Department will be limited to those that adhere to State-mandated distancing standards and that avoid the use of shared equipment and materials. Conducting any special programming requires the approval of the Director, Parks and Recreation, prior to planning and advertising the event. f. Youth camps are not authorized. g. Aquatics facilities are open with the following facility-speci?c instructions: 1. Huntsville Aquatics Center (Instructional Pool): - Hours of Operation: Monday Friday, 8:30am 6:00pm. Saturday, 10am - 2pm Sunday, 1pm 4pm Adult Swim Only Lap swim or Water exercise maintaining social distance standards. - No more than one patron per lane. - No Red Cross classes or swim lessons will be conducted. Water exercising and aerobics will be permitted. The staff will set the number of people allowed due to social distancing standards for each pool. - Locker rooms can be used to rinse off before entering the pool. Patrons will not be allowed to return to the locker room after swimming to shower. They will need to dry off on the deck and leave the facility. - Maximum time in water is one hour. Will be monitored by staff on deck. 2. Huntsville Aquatics Center (Legacy Pool) - Hours of Operation: Monday Friday, 9:00am 6:00pm. Saturday, 10am - 2pm Sunday, 1pm - 4pm - Lap Swim Only. - Swimmers under 16 must be accompanied by an adult over the age of 18. - No more than one patron per lane. - No Red Cross classes or swim lessons will be conducted. Water exercising and aerobics will be permitted. The staff will set the number of people allowed due to social distancing standards for each pool. - Diving boards are closed except for scheduled, coach-led training sessions. Locker rooms can be used to rinse off before entering the pool. Patrons will not be allowed to return to the locker room after swimming to shower. They will need to dry off on the deck and leave. Maximum time in water is one hour when other patrons are waiting for a lane. 3. Huntsville Aquatics Center (Competition Pool) - Hours of Operation: Monday Friday, 10:00am 2:00pm. Saturday, 10am - 2pm Sunday, 1pm - 4pm - Lap Swim Only. - Swimmers under 16 must be accompanied by an adult over the age of 18. - No more than one patron per lane. - No Red Cross classes or swim lessons will be conducted. Water exercising and aerobics will be permitted. The staff will set the number of people allowed due to social distancing standards for each pool. Locker rooms can be used to rinse off before entering the pool. Patrons will not be allowed to return to the locker room after swimming to shower. They will need to dry off on the deck and leave. - Maximum time in water is one hour when other patrons are waiting for a lane. 4. Richard Showers Center Pool - Hours of Operation: Monday Friday, 8:3 Oam 6:00pm. Saturday, 10am - 2pm Sunday, Closed - Adult Swim Only Lap swim or water exercise maintaining social distance standards. - No more than one patron per lane. - No Red Cross classes or swim lessons will be conducted. Water exercising and aerobics will be permitted. The staff will set the number of pe0ple allowed due to social distancing standards for each pool. - Diving board is closed. Iceplex Temporary Facility (Mini?Plex): The facility is authorized to open.
