Picente, Jr. Main Street Recovery Guidance This resource is not a comprehensive list of options, every municipality should assess the local context and determine a strategy that best meets their needs. GENERAL PLANNING CONSIDERATIONS • Align street design and recovery strategies to ensure that the public is safe as they reengage in the community. • Verify roadway ownership, right-ofway area, and sidewalk space for uses other than the existing. • Review local laws and pass legislation, as needed, to support business recovery. • Using street space, parking areas, and public right-of-way for outdoor dining to allow compliance with physical distancing guidelines while resuming operations. • Review existing traffic patterns for vehicles, buses, bicycles, and pedestrians; including ADA accessibility considerations. • Establish protocols and standards for delivery zones, emergency access, and physical distancing. • Establish clear zones on sidewalks to ensure for public safety. • Use physical barriers as a means of separation to delineate areas. • Use tables, chairs and umbrellas to reinforce the outdoor dining notion. • Provide a plan illustrating the use of exterior spaces in relation to the principal business location. • Contact your local municipal codes office to ensure compliance with local regulations. GIS (Geographic Information Systems)/Mapping Resources to produce custom mapping, drone imagery collection, temporary traffic plan layouts, parking area delineation, boundary identification, and large scale printing. Transportation Resources to understand traffic flow, promote pedestrian safety, create complete street plans, develop draft designs, and determine ownership of built infrastructure.
