Member, Board of Supervisors District 2 Ci ly and County of San Francisco CATHERINE STEFANI April 21, 2020 Dear Dr. Grant Colfax, Director of the Department of Public Health As a member of the Behavioral Health Commission, I recently became aware that expenses under a contract related to the Behavioral Health Commission may not have been invoiced properly. Expenses for the staff and administrative functions of the Commission are paid through a contract between the Department of Public Health and the Behavioral Health Commission?s ?scal agent, the non-pro?t San Francisco Mental Health Education Fund, While I have no ?rsthand knowledge of this contract or its administration, the Behavioral Health Commission staff have indicated that expenses and salaries have not been invoiced or paid correctly. Sec. 2.114 of the City Charter prohibits members of the Board of Supervisors from directly interfering with respect to any contract under any department, which is why I have not investigated this matter further. However, I feltI had a duty as a member of the Behavioral Health Commission to report any potential noncompliance or mismanagement that may be occurring for further review and corrective action. After consulting with the City Attorney about how to proceed with this information in a manner that complies with the City Charter, they advised that I inform you directly.
