Policy Center (DJPC), and a broad coalition of civil rights activists have used their collective expertise to develop a plan for a more equitable and accountable city, county and state. The ?rst steps on that path will be the local action steps that the City of Cincinnati must take toward police accountability under the Collaborative Agreement and Re?esh: l. 5?"wa Ensure police accountability by fully staf?ng and funding the Citizens Complaint Authority and by appointing a permanent director. Reduce arrests through problem solving. Track racial impact of all police activity. Audit the Cincinnati Police Training Academy. Reactivate the Manager Advisory Group and open it to the public. Additionally, a list of demands will be presented to the City of Cincinnati, Hamilton County and the State of Ohio to address equity during the pandemic: l. 2. 3. Offer warnings ?rst and problem-solve for constructive, creative solutions while policing. Apply laws and policies fairly to all people. Reduce racial disparity in the criminal-legal system including arrest, conviction, and sentencing. Address the pandemic as an issue of public health, not of criminality. Commit to understanding why reducing arrests and citations produces better outcomes for the community. When a situation necessitates criminal charges by police, cite-and-release rather than arrest, where possible. Ensure that City of Cincinnati and Hamilton County prosecutors drop charges for violations of RC. 37(11352. Revive the Citizen Complaint Authority and the City Managers Advisory Group (MAG), and empowered these groups to ful?ll their work Review use-of?force policies, conductr'repeat trainings for of?cers about responding in ways that protect the safety and health of of?cers and members, and hold of?cers accountable for policy violations. Improve policing data collection, analysis, and evaluation capabilities including tracking by race. Create data-driven policies collaboratively with police and the to ensure accountability in law-enforcement activities.
