Rural communities already lag behind other areas of California in terms of economic development. Many residents of rural areas must drive longer distances for employment. Additionally, the COVID-19 pandemic has driven a surge in unemployment and worsened economic issues facing the Central Valley. These issues are disproportionately affected by Vehicle Miles Traveled standards created by SB-743 as are the creation of jobs, housing, and infrastructure development. Therefore, it is requested that the Board support delaying Vehicle Miles Traveled requirements to allow an economic rebound in Tulare County and pursue a sensible path forward. FISCAL IMPACT/FINANCING: There is no Net County Cost to the General Fund. ADMINISTRATIVE SIGN-OFF: Tammie Weyker-Adkins Tammie Weyker-Adkins Chief of Staff cc: County Administrative Office Attachment(s) None -2- BEFORE THE BOARD OF SUPERVISORS COUNTY OF TULARE, STATE OF CALIFORNIA IN THE MATTER OF APPROVE RESOLUTION IN SUPPORT OF DELAYING VEHICLE MILES TRAVELED REQUIREMENTS OF SB-743 ) ) Resolution No. ____________ ) Agreement No. ____________ ) RESOLUTION TO SUPPORT DELAYING REQUIREMENTS OF SB-743 FOR TWO YEARS VEHICLE MILES TRAVELED WHEREAS, rural communities throughout the Central Valley lag behind other parts of California in terms of economic development; and WHEREAS, these same rural communities will be disproportionately affected by the implementation of the Vehicle Miles Traveled standards created by SB-743 because many residents of these towns must drive longer distance to find employment in urban areas; and WHEREAS, The State of California is in the midst of a housing and affordability crisis and is in desperate need of affordable housing options; and WHEREAS, imposing Vehicle Miles Traveled reduction requirements makes new housing significantly more expensive, and WHEREAS, the California Building Industry Association estimates that 10,000 Californians are priced out of a home for each $1,000 added to the overall cost, due to SB-743; and WHEREAS, Vehicle Miles Traveled increases barriers to the overall creation of jobs, housing, and infrastructure development in rural communities due to costly and unnecessary requirements that new developments much achieve an at least 15% reduction in Vehicle Miles Traveled, as recommended by OPR in a technical advisory; and WHEREAS, the COVID-19 pandemic has created a recession that has driven a surge in unemployment and will significantly worsen economic problems facing Central Valley communities as outlined above; and WHEREAS, the Tulare County Board of Supervisors is honor and duty-bound to oppose anything that may stand in the way of the prosperity of Tulare County residents, businesses, and workers. NOW THEREFORE, BE IT RESOLVED by the Tulare County Board of Supervisors that implementation of the Vehicle Miles Traveled standard as recommended by the Governor’s Office of Planning and Research should be delayed for two years so that the disastrous effects of the COVID-19 recession have subsided enough to safely pursue a sensible path forward that benefits Tulare County residents, businesses, and workers.
