STATE OF ALABAMA
MADISON COUNTY
RESOLUTION OF THE MADISON COUNTY COMMISSION
WHEREAS, community involvement in Madison County has recently focused on policing and
the presence of a historically and culturally significant statue of a confederate soldier on the west side of
the Madison County Courthouse; and
WHEREAS, it is the opinion of the Madison County Commission that the statue should be
relocated to an appropriate location that would allow access to those who want to view the statue and
enhance the likelihood that the statue will be preserved while also alleviating concerns regarding the
appropriateness of the current location of the statue; and
WHEREAS, in 2017, the Alabama Legislature enacted the “Alabama Memorial Preservation Act
of 2017,” which significantly limits the circumstances under which a statue such as that on the west side
of the Madison County Courthouse may be relocated or removed and provides a process to petition the
Committee on Alabama Monument Protection for a waiver of the limitations on relocation of certain
monuments; and
WHEREAS, the Madison County Commission and the City of Huntsville have begun joint efforts
to identify (1) a more suitable location for the preservation and display of the statue and (2) potential
funding sources to alleviate the expenditure of public funds to accomplish any approved relocation.
NOW, THEREFORE, BE IT RESOLVED BY THE MADISON COUNTY COMMISSION that
Madison County Commission Chairman Dale W. Strong is directed and authorized to investigate options
for relocation of the statue located on the west side of the Madison County Courthouse and is further
authorized to petition the Committee on Alabama Monument Protection for a waiver of the limitations on
relocation if an alternative location providing accessibility and preservation is identified and secured in
consultation and agreement with the City of Huntsville and the relocation can be accomplished without
the expenditure of public funds.
