For 4 vea rs have worked in various political campaigns. therebv gained significant knowiedge of the way Iowa political campaigns operate and are managed. Due to my experience i was interviewed and hired as a field staffer bv Congresswoman Michele chief of staff, Andv Parrish, in the hotel lobbv of the Sheraton Hotel in West Des Ivtoines in late March of 21311. The campaign started in earnest late in the season leading up to the August Ames straw poll. We had a relatively short amount oftime to outfit an office for the duties of a campaign headquarters. Llnfortunatelv, as the most technologically literate individual in the campaign office, rnanv duties unrelated to being a field staffer were left to me: Procuring internet service. Procuring wireless network capabilities. Networking campaign laptops. -- Procuring central print and scan facilities. -- Scanning, filing and emailing documents such as campaign strategv memos for the ca ndidate, bills, invoices, emplovee contract and tax information, event contract documents and other items as necessarv to campaign managers and accountants. installing and reinstalling print drivers on a continual basis both for incoming laptops as well as reinstalls for problematic print situations iofwhich there were manvl- Contact list compilation -- Database compilationfdata guy. I began work for the campaign in Iowa before Mrs. Barb Helti or Mr. Peter Wald ron. It was my understanding Mrs. Heki was brought aboard as the campaign's homeschool coordinator, having previous experience and fulfilling a similar role for the Hucltabee campaign during the previous election cycle. it was my understanding Mr- Waldron was brought aboard as a pastorai outreach staffer, having fulfilled similar roles for previous candidates during previous election cycles. at no time was I, nor to my knowledge the rest ofthe office staff, informed that Mrs. Held had data on her campaign computer that was proprietary andfor off-limits to the campaign or campaign staff. no time was i, nor to my knowledge the rest of the office staff, informed that anybody else in the office, with one exception being Peter waldron [mentioned below], was in possession of proprietary data that was off-limits to the campaign staffers. At Mrs. Helti's request, I set up her computer on the wireless network on multiple occasions as necessary due to wireless networlt password changes. Also at Mrs. Heiti's request, ltoolt physical possession of her computer on multiple occasions to perform technological updates andfor services as necessary, as printer networking was a common problem. I was not informed during these multiple occasions by l'v'irs. Helii that the computer was her own, personally paid for, computer. At this point, some context is needed to illustrate the political and office environments- Fit the Ames Straw Poll, our campaign utilized a paper card checlt--in system. In order to receive ticitets to vote in the straw poll from the Bachmann campaign, attendees had to fill out information cards at our tent, and in turn were allocated a single ticl-tet to vote. .fi.fter the Ames Straw Poll victory, the Iowa campaign staff lobbied to lteep the ca rcis in Iowa to get the data entered. We did so in the hopes we could capitalize on our momentum and convert these identified activistfsupporters into a statewide leadership structure for the Iowa Caucus. We were unsuccessful in our attempts to keep the cards. They were shipped out of state and the data remained unavailable for a period of several critical weeks. in lieu of that data, we went to worlt recruiting county leadership from pre-Straw Poll data. We plugged holes in our maps using available resources, and we were encouraged by chief political consultant, Guy short, to worlt together and share data to fill those gaps. In light of Governor Perrys rapidly rising momentum at the time and in light of the fact that our own campaign was undergoing a leadership change, Guy Short explained to me that we needed to get all ofour lists into the campaign so that the campaign could continue communicating and messaging to them to try to keep our supporters in our camp. That was the political context. The campaign headquarters context must also be illustrated. The office was an open office environment. Lists and data and computers and office space were shared and swapped and utilized bv staff and volunteers on a routine basis as we worlteci toward our goal. Phone calts, conference calls, debate prep and conversations and meetings of a private nature were held in the interior board room behind closed doors. There were campaign computers throughout the campaign headquarters. I had a laptop reimbursed for in part bv the campaign- I believe Tonv Eastman had a laptop reimbursed for bv the campaign. I believe both Wes Enos and Drew Klein had laptops reimbursed for bv the campaign, although I was not involved in their procurement or selection. I had mv own, privatelv purchased desktop computer in mv office in addition to mv campaign laptop- I had personal information on it, and as such, it was password protected, and when I left for anv period oftime, I locked mv door. Not until the public filing of the lawsuit against Senator Kent Sorenson did I lcnovv that the computer in Mrs- Helr.i's campaign office was a private one. In addition to the multiple times I was requested bv I'v'Irs- He-lti to help her with technical issues with the computer in question, I remember one conversation with her about the computer in question where I teased Ivlrs- Helti that her ltevboard cover didn't fit verv well, and she responded that her kids had bought it for her when thev heard she got a Mac product. I assumed it was recentlv obtained as were the rest of ours. In mv attempt to fill holes in mv geographical area, I asked Helti, in her role as the homeschool coordinator, on several occasions ifshe had homeschoolers in certain areas of mv assigned region of the state. She looked on her computer list of homeschoolers and gave me several handwritten possibilities to contact. it was a natural thing to do in an open--office campaign headquarters environment, and I made similar requests of was Enos, Itent Sorenson, Tonv Eastman and Peter Waldron as well. During a conversation in this context with fellow staffer Tonv Eastman, Tonv referenced the list of homeschoolers that Barb was using to help him find precinct captains in his geographical area. To the best of knowledge, up through this point I had not received anv electronic data from her for her hpmeschool coordinator efforts. Having already asked her for and received data from a computer list on her campaign computer for my area, and hearing from Tony Eastman that he had moments before received liltewise information from a list she was using for the campaign, and in light ofthe directive by Guy Short to get all our lists into the campaign so that the campaign could keep in touch with them, I then wallted into her office to malte sure it was sent in. at that time she was not at her IElE5it. Her campaign office door was open, her campaign laptop was open, it was not password protected, and a list of contacts and addresses was on the open screen. i had no reason to question the nature of the list she had compiled for the campaign to date. I assumed it was the list she had been sharing with office staff, me included. It was an open file, on what I assumed to be a campaign laptop, in a campaign office, in a campaign headquarters on our campaign time. J15 I had done with other campaign computers, 1 loaded the file onto the jump-drive I wore on a string around my neck. This was not an exclusive event limited to Mrs. Helti. I took lists from Tony Eastman's computer, Wes Enos' computer, itent Sorenson's computer, my campaign computer and my own personal computer as well as the campaign iPads. Gathering these iists was part of myjob, just as Iiltewise assembling lists of identified supporters is the job of any campaign staffer or field worker. We were directed to identify and maintain contact with our candidates supporters. There was no assumption that we were compiling lists, rather, it was required of us. Never did I break into Mrs. office. Her door was as wide open as everybody eIse's, pt for when, like everybody else, she needed to make phone calls and the volunteer floor was noisy. Never did I thwart a password protection system on her campaign computer. Her campaign computer was open, not password protected, and she had the list she was using for the campaign up and visible to the halted eye. Never did I witness Senator Kent Sorenson "steal" or procure a list, private or otherwise, from Mrs. HeIti's computer. I never saw him use any computer other than his own. I never saw him rummage around ivlrs. office or through her purse or personal belongings or effects. As the office maintained an open environment, there was never a need for stealth activity- To this day, I do not ltnow whether or not the iist I obtained from Mrs. computer was the list now in question. I do know moments before the list i'm referring to was obtained by myself, lvirs. Hel-ii was offering written data from a campaign list she had on her computer to Eiachmann staffers in the Campaign office. The only listi encountered in the campaign headquarters that was personal or private in nature belonged to Peter Waldron. it was a list of pastors and eyangelicai leaders from around the country that he rriade clear to me was assembled outside of and previous to his work for the Eiachmann campaign- His stated intentions to me were that he wanted to communicate to them privately and outside of the campaign communications methods, so i assisted him in his efforts to do that. I did not upload his contact list to the campaign. in regards to the other allegations inyoiying alleged payments to Senator Sorerison, I was riot priyy to any information either directly or indirectly.
