Currently there is a limited number of EVS available in the current Government Motor Vehicle Ordering Guide (GIVIVOG) that would meet Ministerial requirements." In order to make an evidence-based recommendation for your future executive vehicle, a data logger was installed in your current vehicle to monitor its use between April 14th and May 3rd, 2016 (see results in Attachment 1). Subsequent to the data logging and analysis, we have determined that the current GMVOG ?the catalogue of vehicles made available by manufacturers for acquisition has a limited number of EVs that would be suitable. To that effect, we have engaged vehicle manufacturers to encourage them to submit a wider range of low-carbon vehicle offerings for the 2017 GMVOG which will be available in the fall of 2016. This will provide you with more options to choose an appropriate efficient replacement vehicle. In order to facilitate future procurement of lower carbon vehicles in the federal fleet, is involved in the TBS Policy Reset Initiative through a sub-committee of the Federal Fleet Management Working Group. Under this initiative we are developing policies and procedures that will enable the transition of the federal fleet toward lower carbon vehicles and the installation of necessary EV workplace charging infrastructure and we are also exploring a new approach for the management of executive vehicles. For example, to support the adoption of low~carbon vehicles in the federal fleet we are assisting in the development of procurement policy that considers operation and maintenance costs along with resale value of vehicles and not simply the purchase cost. EV Charging at 580 Booth To facilitate your next vehicle being an EV, OEE staff has had preliminary discussions with Facilities Management at about the costs for installation and ongoing electricity, as well as the possible location of the associated charging infrastructure which would be required. A rough?in for a charger already exists in the parking lot near the 580 Booth loading dock (see Attachment 2 for picture of location]. Using this pre-existing rough-in would save time and money on the installation. A charger capable of charging 2 vehicles at one time-could be installed in roughly 1 month (contingent on procurement of the charging system), and would facilitate the future use of EVs in the vehicle fleet, including RELEASED UNDER THE ACCESS TO INFORMATION ACT DIVULGUE SOUS LA LOI DE A 3 UNCLASSIFIED 162760 your vehicle. Facilities Management have indicated that they would cover the purchase and installation cost of the charger; required signage; and the ongoing electricity until such time as TBS policies covering these gaps are in place, through the policy reset initiative discussed above. Other Federal Fleet Vehicles is also working with other government departments to identify what vehicles in their fleets are suitable for replacement with an EV and also determine how much and what type of charging infrastructure would be necessary. For example We have already performed a suitability assessment, similar to what was done with your vehicle, for Minister McKenna from and are also in discussions with Parks Canada and DND. Conclusion OEE staff will continue to work with all relevant parties, including: vehicle manufacturers, Facilities Management,_TBS and PSPC, over the next couple of months to ensure all necessary arrangements are in place to facilitate the replacement of your existing vehicle with a lower emitting electric vehicle.
