He is a good communicator and this is uncharacteristic of him. This can be easily resolved as his usual personality characteristics is evident in other areas of the department. I have worked with Captain Hensley for many years and I don't expect this to be a concern in the future. I believe it to be temporary as this does not reflect past practice.
