The purpose of this counselling session was to discuss your response to learning an of?cer went to the hospital for a serious health condition, to remind you of expectations for reporting major events such as this to your superiors, and to review the procedure for reporting employee medical events to HR. During the counselling session, you acknowledge that the following occurred: On April 12, 2020 at approximately 2000 hours, Lt. Whitton made you aware that an of?cer was in the hospital for a serious health condition. The next day, during the evening hours of April 13, you were made aware that the of?cer had been admitted to the hospital. You failed to bring this to my attention until the morning of April 14 at approximately 0920 hours. When I requested that you follow up on the officer?s condition, a response was not received until nearly six hours later, at approximately 1555 hours, and only after I made another inquiry about the condition of the of?cer. At this time, you informed me that the of?cer was still in the hospital and that they had to "basically restart his heart." Later, at 1645 hours you informed me of his release. I appreciate that during our conversation you con?rmed the above information and took complete ownership of your actions. I understand your position that at the time you did not think it to be a "big deal" since you stated this has happened in the past and the of?cer wanted to keep this incident on ?the down?low." He indicated that he has been in the hospital since Sunday, April 12 sometime in the evening around 2000 hours. Captain Gutman expressed to me that the officer wanted to keep this on the ?down-low.? Following a discussion on the necessity of us knowing and relaying the information to the chief, I suggested he find out the officers current status and that a note would be necessary along with a visit potentially to Dr. Randolph for a return to work clearance. Hearing nothing, at 1555 hours I contacted Captain Gutrnan and inquired if he had any updates. He indicated that ?Yea, I spoke to him earlier in the day.? He went on to say that the officer was still in the hospital and that they basically had to ?re-start? his heart. I told him I would inform the chief of the updates, but that HR needed to be informed and FMLA paperwork should be completed. At 1645 I received notification from Captain Gutrnan that the of?cer had been released and had received clearance from his doctor to return to work. From the beginning, I was surprised to hear that Captain Gutman had not relayed the fact that we had an of?cer admitted to the hospital when he became aware of it (April 12). Additionally, when I went back to him for an update he indicated that he spoke to the of?cer ?earlier in the day.? I don?t know the time frame, but I was unaware of the initial visit to the hospital, the admittance, and then had to go back for additional information later in the afternoon only to find out he had spoken to the of?cer earlier. Due to the nature of this situation and the human resource implications, it is essential that Captain Gutman be timely in his notifications of critical information to me and the chief. The information on the reporting of employee health concerns was covered in the supervisors policy training in March of 2019 along with the August 2019 FMLA training covered by the Township Human Resources Department.
