HCSO CISA safeguards these rights and only reports on first amendment protected activities for operational planning in the interest of assuring safety and security of the demonstrators, employees, the public, and first responders. The purpose of this report is to keep law enforcement in Hennepin County apprised of public safety issues potentially attributed to the in-custody death of George Floyd in Minneapolis, MN. Current Trends: • • Information/posts on Twitter were discovered regarding racial comments and comments about one’s personal sexual preference. The posts were made by the owner’s daughter of Holyland Deli/Grocery. The owner has two grocery locations, one on Central Avenue and one at the Midtown Exchange. The Neighborhood Development Committee (NDC) and the Midtown Global Market have been working to deescalate the situation. At about 1500 hours, the NDC had terminated the lease agreement with Holyland. Unconfirmed information was received that violent protests would occur at both locations. As of this briefing, no protestors have grouped at either location. Information received from federal partners: (U//LES) As of early June 2020, the Minneapolis chapter of a black racially motivated violent extremist (BRMVE) group had accepted written membership applications from Gangster Disciples street gang members, according to FBI reporting. The Minneapolis BRMVE chapter actively recruited on Facebook and other social media. The BRMVE group appealed to Gangster Disciples who wanted to change and make a difference (NFI). o (U//LES) As of early June 2020, members of the BRMVE and the Gangster Disciples have gathered in North Minneapolis, openly carrying “guns and rifles.” Members of the groups have “hung out” and walked around the North Side. Guns and drugs have flowed steadily since the protests and rioting began last week. The identified USPER who led the chapter did not personally use violence. However, he incited others to violence. Multiple chapter members had serious violent street backgrounds and a history of “major” drug dealing. o (U//LES) The second chapter was unaffiliated with USPER ’s chapter. However, ’s chapter also planned to arrive in Minneapolis on 5 June 2020. (FBI comment that ’s chapter was previously in Minneapolis but had reportedly departed sometime on or before 2 June 2020). o (U//LES) It was unclear whether the second chapter communicated with Minneapolis BRMVE group members. Governor Walz extended the Minneapolis and St Paul curfews for tonight, 06/04/2020, from 2200-0400 hours. Vice President Pence is expected to visit the Twin Cities area on Monday, 06/08/2020, to meet with business and religious leaders and Minnesota National Guard personnel prior to demobilization. No timeline for the visit has been determined. State Fire Marshal Division investigators have joined the Bureau of Alcohol, Tobacco, Firearms and Explosives. The Saint Paul Fire Department and the Minneapolis Fire Department will begin investigating multiple fires that happened late last week as groups protested the death of George Floyd. The three additional officers involved in the death of George Floyd have been charged and are currently in custody at the Hennepin County Jail. Media has posted the former officer’s home addresses. The family of George Floyd, coming in from Chicago, has reserved rooms at the The reservations are from June 4th, 2020 to June 6th, 2020. Officer Safety: Suspicious activity involving a black SUV. On June 3rd, 2020 there were multiple reports by MPD that a black SUV was trying to antagonize/lead officers on a pursuit, possibly towards the 38th and Chicago Ave. Reporting from CISA overnight indicated that a black Mercedes SUV, bearing (plate comes back to SAAB sedan) attempted to ram squads at 0009 on 03 June 2020. At this time, analysts assess that these reports are of the same vehicle. Vehicle ramming could possibly be a tactic to initiate a pursuit, back to a certain area – likely 38th and Chicago Ave in Minneapolis. Information indicates there is an uptick in vehicles seen driving around the Twin Cities Metro Area without license plates. This trend has evolved into a “copycat” tactic. This was originally linked to vehicles utilized in looting and rioting. Open source information indicates individuals and groups have begun to promote driving around with no license plates in response to media reporting on this activity. Many of these secru?ity of?cers are armed with ri?es and dressed in tactical vests and gear. Analysis indicates several suspicious activity sightings within the past several days can be linked back to armed private security individuals teams. 0 Law enforcement has received numerous reporting based off social media platforms that has NO credible or speci?c information that there are any threats, civil unrest or targeting of subiu?ban communities. There have been no confumed reports and no substantive value to this information. 0 Of?cer Safety: Information has been received that there are multiple groups of armed men on the north side of Minneapolis actively operating as private sec1u?ity and/or rmming checkpoints. These groups are claiming they are protecting local businesses. They have been seen in the area of 16th and Aldrich Avenue and West Broadway. Members of one such group were seen wearing yellow t-shirts like the one below. Another group has been identi?ed as members of the ?Boohajideen?. This group indicates they are protecting the north Minneapolis neighborhoods and are staying in the area of 36th and Thomas Avenue. Pictures of that group can be seen below.
