This Situation Report (SITREP) is intended to infonn partners of potential threats, and/or entities or events of interest which could pose a potential risk to members of the public and critical infrastructure. INCIDENT 011 the evening of 04 June 2020 and into the following morning. an identi?ed USPER allegedly used a green laser to illuminate a Minnesota State Patrol (MSP) helicopter. The MSP helicopter was supporting civil unrest operations in the Minneapolis. Minnesota. area. The illumination occurred for over 20 minutes. despite multiple MSP evasive actions. including extinguishing the helicopter?s external lights and ?ying well south of Twin Cities metropolitan area. The USPER was booked into the Hennepin County Jail after a probable cause arrest. 0 Social media rumors suggest that Lane. Tlrao. and Kuerrg. have posted bail and been released. This information is false. The three remain in-custody as of 2030 04 June 2020. 05 June 2020. 05:35. Maplewood PD were transporting a theft suspect in the rear of a squad. The transporting of?cer noticed that the suspect was having a medical issue. The suspect stated that he had ingested an rurknown quantity of drugs. Paramedics were called and the subject was transported to St. John?s Hospital in Maplewood. where the Subject was pronounced dead. There was no physical struggle between the of?cer and the subject. ENFORCEMENT SENSITIVE ENFORCEMENT SENSITIVE The MACC received notice of fake National Guard letters appearing throughout the Minneapolis/ St. Paul metro-area. The letters do include National Guard insignia (see picture right): they facilitate disinfonnation/misinformation pertaining to the ongoing civil rmrests. stating there will be a mandatory two week quarantine nationwide for all citizens and the national guard will be mobilized. The letters also instill public fear. encouraging readers to stock up 011 ?a two week supply of everything.? 0 AJAC Analyst Comment: Similar letters, if not the same letter, had circulated the nation prior to the unrest in Minneapolis this last week. he fake letter was initially seen in the spring, during the early response to the oronavirus (COVID-19). A social media post indicated that? made a social media post announcing a $25,000 bounty for the death of the four Minneapolis of?cers. - posted multiple threats against law enforcement. ?5 location is Washington. DC: however. it is rmknown if he is currently the Twin Cities metro area. The MACC is aware of several incidents over the course of the past week where police of?cers report being followed while leaving police facilities. 0 From Dakota CO SO at 1545: 011 06/04/2020 at 0059 hours. an Inver Grove Heights (IGH) police of?cer was sitting watch in their vehicle with lights off in front of an of?cer?s home. A Ford Explorer pulled onto the street turned to face Southeast directly towards the of?cer?s residence. The Explorer then parked and shut off its lights. The vehicle was bearing MN plates_. The Explorer had black Police wheels and hub caps. a spotlight. and factory "Police Interceptor" markings were also present 011 the vehicle. R0 of vehicle was stated that he "works nights and was just out for a drive to stay awake". had no real reason to be in the neighborhood. and he parked directly facing the of?cer?s residence. also noti?ed me that he had a pistol and provided his permit to carry. The of?cer asked? to leave the area. and he complied. The MACC encourages all agents. of?cers. and administrative staff. regardless of their agency. to remain vigilant. situationally aware of their surroundings. and operationally secure at all times. Doing so includes noting suspicious persons and/or vehicles; securing vehicles. valuables. and ?rearms; and varying daily routines to and from work. Fruther. while recent online chatter speci?cally discusses targeting the four MPD o?icers. individuals may seek to harm any law enforcement persormel. Any local law enforcement agencies encormtering activity or information indicative of potential threats toward law enforcement personnel should report details to the MNFC at INTELLIGENCE UPDATES Individual on social media is doxing Minneapolis-area infosec persomlel (private intel employees) as ?potential in?ltrators". Individual seems to be pulling info from Linkedin. 011 01 June 2020. Source forwarded a post of a text ?'om an alleged National Guard soldier. "Hi national guard soldier here Just wanted to let you know that if you really want to stop an MRAP a breakable glass bottle ?lled with white Elmer?s glue and children?s arts and crafts glitter thrown onto our Windshields will force the vehicle to stop. If we can?t see ENFORCEMENT SENSITIVE UNCLASSIFIED//LAW ENFORCEMENT SENSITIVE we can’t drive. If we can’t drive, we're a sitting target. If we're a sitting target we're forced to dismount. You're welcome." The post has been viewed 720 times, as of date of acquisition.  (U//FOUO) On 31 May 2020, Source forwarded a post of a user on social media promoting TTPs of disabling tank vehicles. The post reads, "thank god they're bringing in the army...i would be heartbroken if someone disabled a tank by putting water balloons filled w sticky liquids (esp some sort of sugar/milk/syrup combo) into a glass jar and throwing it at the windshield, rendering it inoperable support our troops [heart emoji]." The post has been viewed 493 times, as of date of acquisition. o These tactics could also be used on local law enforcement vehicles to impeded visibility.  (U//FOUO) As of 06/03/2020, Vice President Pence is expected to visit the Twin Cities area on Monday, 06/08/2020. o (U//FOUO) Vice President Pence is expected to meet with business and religious leaders, and Minnesota National Guard personnel prior to leaving the Twin Cities. No timeline for the visit has been determined.  (U//LES) The family of George Floyd, coming in from Chicago, has rented rooms at the , from Thursday, 06/04/2020 until Saturday, 06/06/2020.  (U//LES) As of early June 2020, members of the BPM and Aryan Cowboy outlaw motorcycle gangs (OMGs) had taken advantage of ongoing civil unrest to move large amounts of heroin into the Minneapolis and St. Paul, Minnesota, area. The two OMGs were working directly for the Hells Angels Motorcycle Club (HAMC), according to FBI reporting. o (U//LES) OMG members associated with white racially motivated violent extremists (WRMVEs) have discussed the perceived dissipation of civil unrest. Discussion involved inciting riots while posing as Antifa members. A motivation for OMG/WRMVE group members was to portray Antifa as a greater threat than it actually poses. (Source comment. This incident follows the release of the medical examiner?s ?ndings in another Washington state in-custody death that occurred on 03/03/2020 of a black. male subject. which ruled the death was a homicide and that the subject died of respiratory arrest from hypoxia. due to physical restraint. 0 (U) Three Nevada men with US military experience and ties to a right-wing extremist group have been arrested on terrorism-relates charges in what authorities are calling a conspiracy to spark violence during recent protests in Las Vegas related to the death of George Floyd. Each are facing federal charges of conspiracy to damage and destroy by ?re and explosive. as well as possession of unregistered ?rearms. CYBER INCIDENTS As of 06/02/2020. at 1410 hours. Mirmesota?s alert level has been raised to Elevated (Yellow). in the wake of recent public events within the state and a series of ongoing cyber attacks that began the week of 05/25/2020. The active threats include Distributed Denial of Service and defacernent attacks. The Minnesota teams have been working vigilantly to monitor. detect. and defend against these attacks and have blocked most. but not all. events. 0 On 06/01/2020. an FBI source reported a social media post associated with the online hacking group ?Anonymous" were in the plamring stages for a cyber attack on the Minnesota National Guard bases. Anonymous encouraged members to conduct the attack soon. while the protests were still occruring. and the National Guard would be stretched thin. (U) The Hennepin Cormty Medical Examiner declared George Floyd?s death a homicide. The updated report states that on 05/25/2020.
