HCSO CISA safeguards these rights and only reports on first amendment protected activities for operational planning in the interest of assuring safety and security of the demonstrators, employees, the public, and first responders. The purpose of this report is to keep law enforcement in Hennepin County apprised of public safety issues potentially attributed to the in-custody death of George Floyd in Minneapolis, MN. May 31, 2020 2000 – June 1, 2020 1000 Minneapolis Demonstrations were broken up shortly after the curfew order went into effect on May 31st. 21 new related arrested were booked into Hennepin County Jail. Approximately 262 were cited and released through Hennepin County Jail. 2048 Minneapolis A black canister similar to a two-gallon jug of oil was observed at the corner of Hennepin Avenue and 26th Street, Minneapolis, Minnesota (NFI). 2246 St. Paul A Suspicious container containing unknown liquid were placed at Hamlin Elementary School in St. Paul, MN (NFI). Personal drone activity has been reported in many areas near events and one possible incident near the Crystal Airport. Unconfirmed information was received that white supremacist extremists are planning to burn churches in north Minneapolis and Lake St. near the 3rd Precinct, with the intension of targeting African American churches. Curfew orders have subsided in some cities, but others will expire on June 1. A lot of reports of suspicious activity reported from citizens ranging from vehicles loitering, having out of state or no license plates. A private social media chat app posts advocated targeting National Guard soldiers saying they are “easy targets who are barely trained at all and they are deployed with no ammunition”. The post went on to urge follows to “capitalized on the NG’s supposed preparedness”. The chat room also encouraged followers to go out and take some “kit” from these virgins. “Kit” mostly refers to weapons, ammunition and equipment. Information received of a Minneapolis-based leader of an identified black separatist group is in possession of a firearm. He is with 15 other members of the same group, from different parts of the US, and a majority of those individuals are also felons in possession of a firearm. They were also in Ferguson, MO.
