 Initial Complaint Narrative
On September 9, 2019,

On September 3, 2019, at approximately 2:05 p m.,

was arrested by PO1, PO2, and PO3 in the vicinity of
in the Bronx.
alleged that the officers used excessive
force while arresting him, resulting in an scrapes to his knees and leg, numbness to his arm, and a back injury.
received x-rays of his arm at Jacobi Hospital. PO1, PO2, and PO3 were traveling in an unmarked vehicle.

-------------------------On September 11, 2019, the CCRB received a duplicate of this complaint from IAB, which was reported by Det. Jeremiah
Williams. Det. Williams reported as follows:
On September 3, 2019, at approximately 2:20 p m., Det. Williams, Sgt. Florio, and PO Skender stopped
near
in the Bronx for possession of narcotics. When the officers approached
,a
struggle ensued and
, attempted to take a bag, which was filled with narcotics and
currency, from one of the officers
was pushed back and
was placed under arrest. Additional units
were called to the scene because there were numerous individuals at the location.
was transported to Jacobi Hospital for medical attention after he alleged that the officers broke his right hand.
also complained of pain to his right arm and feet.
alleged that Det. Williams placed his finger inside his
anus while he was searched inside a prisoner holding cell at the stationhouse.
was not arrested at the incident location, but she went to the 47th Precinct stationhouse approximately one hour
later and was placed under arrest for obstructing governmental administration and inciting a riot

"fat white" officer touched her breast over her clothing during the incident.
