INCIDENT As law enforcement across the state continue to restore order. the MACC has con?rmed the following arrests and citations for criminal activity relating to riots in the overnight hours of 05/3 1-06/01/2020: Mirmesota DNR and Minnesota State Patrol: 194 Allied Agencies (City/Cormties): 84 Hennepin County: 261 individuals cited and released in Hermepin orurty (this information includes those detained and brought to HC. to include those from any local or state agencies.) 0 As of 06/01/2020. according to federal partners. the driver of a fuel truck who drove into protesters on the 35W highway on the afternoon of 05/3 1/2020. was 011 the highway prior to the closure. and may not have been aware of the protesters gathered. While social media reports alle the truck had confederate ?ags and white supremacist insignias. and that the driver._. was a white supremacist conducting a suicide attack. no evidence corroborates ns. During an interview. according to the Minnesota Bureau of Criminal Apprehension. claimed he attempted to drive through the protesters to escape before seeing someone in front of the vehicle. 0 According to a federal partner. the following is an assessment of the next 24 hours: ENFORCEMENT SENSITIVE ENFORCEMENT SENSITIVE This assessment is ?uid and may change as events occur. Large Amendment protected activities occurred during the day of 05/31/2020. Additional 1St Amendment protected activities are expected to continue on 06/01/2020. 0 There are indications that false information is being provided to law enforcement to possibly divert resources to away from criminal activity or to possibly target law enforcement personnel. 0 It appears social media continues to be used to provide false or misleading information as well as sow dissent amongst rival extremist groups, further group agendas, or foment violence. Such social media activity is expected to continue. INTELLIGENCE UPDATES As of 06/01/2020. the identi?ed president of the Hells Angels in Mirmeapolis. Minnesota. allegedly brought approximately 75 members of the Aryan Cowboy Brotherhood. a Hells Angels support club from Northern Minnesota. to Minneapolis. They were to protect the Hells Angels clubhouse. their drugs and weapons. as well as their sex traf?cking activities. during the ongoing civil um'est. The clubhouse is allegedly occupied 24 hours per day and fn?eanns are inside (N fruther information). An identi?ed member of the Hells Angels posted a message 011 social media warning the ?protesters? to avoid the area around the Hells Angels clubhouse. Minneapolis.) 0 According to a federal partner. as of 0400 CDT 011 06/01/2020. there have been runnerous rurcorroborated reports from social media claiming the presence of incendiary materials and accelerants throughout the metro. including claims of containers with an unknown liquid at the Hamlin Elementary School in St. Paul. and claims of unveri?ed ?res in Brooklyn Center. 0 As of 05/31/2020. according to a federal partner. Arrtifa will utilize vehicle borne improvised explosive devices (V BIEDs) to launch attacks against National Guard and law enforcement agencies. according to a hrunan soru?ce. The vehicles will bear ?ctitious license plates. 0 As of 05/31/2020. according to a federal partner. social media soru'ces reported the presence of Boogaloo Boys. calling their faction the ?Buj alrideen.? who will protect the protesters. In a video posted to Twitter. one member claimed to have ?half a dozen? members in Mimresota. An FBI source their presence as of 1935 hours 011 Washington Ave. in Mirmeapolis. and that they via Signal. an app. reports claim they are moving to International Falls. in northern Minnesota. 0 MAC received tips/reports that organizers of the event. ENFORCEMENT SENSITIVE • UNCLASSIFIED//LAW ENFORCEMENT SENSITIVE (U//LES) Law enforcement recovered a cache of propane tanks during the evening of 05/31/2020, in the area of the Minneapolis 5th Precinct. (Pictured below) • (U//LES) As of 31 May 2020 at approximately 2048 hours, a black canister similar to a twogallon jug of oil was observed at the corner of Hennepin Avenue and 26th Street, Minneapolis, Minnesota (No further information). • (U//LES) Law enforcement received reports of a suspicious vehicle with wires coming out of it and running to the hood ornament in Minneapolis. • (U//LES) Law enforcement took multiple calls/reports regarding suspicious packages around Minneapolis. • (U//FOUO) Individuals with long guns were spotted at US Bank Stadium. The individuals claimed to be protecting protesters. • (U//LES) Demonstrators in the Dinky Town area are confirmed employing sleeping dragons. • (U//FOUO) At this time, the MACC has neither received nor found any credible information indicating specific graffiti being tied to targeted violence at locations being tagged. • (U//LES) On 05/31/2020, unconfirmed reports came in outlining multiple incidents in which individuals filled up several gas cans and other containers around the metro area. (No further information.) • (U//FOUO) As of 05/31/2020, a federal partner identified several instances of misinformation posted online to advance White Racially Motivated Violent Extremist (WRMVE) agendas in the Twin Cities. The posts are assessed as attempts to change the narrative of the current Minneapolis civil unrest from rioters vs. police to an interracial war, known in WRMVE circles as a Racial Holy War, “RaHoWa,” or “Bugaloo.” • (U//FOUO) Specific tactics used by the online posts included misrepresenting prior violent altercations and inciting riotous attacks against targets chosen by WRMVEs. The posts have provoked a large online reaction and, in at least one case, manipulated an individual into physically acting on falsehoods. • (U//LES) A post currently circulating online offers a list of the local hotels that are believed to have received tip-offs of white supremacists staying there. There is no credible, reliable information that white supremacists are organizing in any hotel in the metro area. • (U) All bus, light rail, and Northstar services will remain suspended through at least the end of Monday, 01 June 2020. No further information at this time. The MACC has received reports that groups of vehicles are traveling to retail businesses without license plates.
