Page 1 of 16 METHODS Sachs Media Group conducted a digital survey of 1,269 Leon County residents through a random sample of the Leon County Voter File, June 1415, 2020. Results are representative of Leon County voters in terms of age, race, gender, and political affiliation. Margin of error is +/- 2.75% at the 95% confidence level. KEY FINDINGS Residents are highly aware of the murder of George Floyd, largely believe it can be the catalyst for meaningful change, and are motivated to be a part of that change. • Almost all Leon County residents (98%) have heard about the murder of George Floyd, and 85% say his tragic murder has the potential to inspire greater unity and equity. For their part, 95% say they are interested in meeting people from different backgrounds or belief systems and getting to know them better. Residents agree that inequity exists and there is a need for justice system reform in Leon County. • 90% of Leon County residents believe inequity exists within the community. These include perceptions of inequity in: o 86% - The justice system o 59% - Who gets elected to office o 66% - Employment o 52% - College and higher ed o 65% - K-12 education o 51% - Business deals o 60% - Media portrayals o 48% - Social interactions • Notably, 1 in 4 Leon County residents (26%) believe that inequity exists in ALL of the above-named factors. • 88% believe there is a need for justice system reform in Leon County, in one way or another. Residents express high levels of concern about bias in all facets of the justice system. • 86% of Leon County residents believe the criminal justice system in our area tends to favor at least one demographic group, leading to better outcomes for members of that group in cases against them. This includes the perception of bias in FAVOR of politically connected residents (76%); residents with more money (74%); and white residents (72%). • Consistent with these findings, large portions of Leon County residents express specific concerns with how the justice system works for or against people from various backgrounds, including: o 95% - Public corruption or influence that results in politically connected people avoiding punishment for crimes o 89% - People of color or poorer people receiving longer prison sentences for the same crimes as White or wealthy people o 88% - Poor people being charged with crimes that wealthier people are not arrested for o 88% - Defendants with money having better representation or outcomes in trials o 85% - Police using more force against people of color than is used against White suspects Page 2 of 16 Support is high for local leaders to review how laws are enforced. • 94% of residents would support local leaders in conducting at least some type of review of law enforcement, including a thorough review of policies and procedures (89%); review of best practices from elsewhere to make recommendations for changes (86%); and holding meetings to gather civilian input (85%). • 92% of residents believe local leaders should review whether bias exists relating to specific aspects of how laws are enforced, in at least one of the following ways: by law enforcement officers relating to the use of force or making arrests (86%); by prosecutors in determining who they choose to charge with crimes (86%); by judges (81%); by jurors (70%). • When asked whose voices should contribute to the conversation about issues of equality, justice, and crime in our community, the following are listed: individual residents (91%), educators and school leaders (85%), therapists and social workers (83%), nonprofits and community groups (80%), legal professionals (76%), law enforcement officers (76%), local business leaders (69%), faith leaders and clergy (68%), elected officials (67%), and journalists and reporters (57%). Overall support for law enforcement is high; residents WANT crime to be addressed, but with equity; largely oppose ‘defunding police.’ • More than three-quarters (77%) of Leon County residents believe violent crime is a problem in our area, and that police officers are an important part of how we address this. Nearly two-thirds (65%) perceive that the majority of law enforcement officers act responsibly and properly. Just one-quarter (24%) say officers should be allowed to use whatever tactics are necessary to take suspects into custody. • Almost all residents (96%) say that once arrests are made, justice is NOT served if only half of those identified by investigators as involved in committing a particular felony offense have charges brought against them; and 83% say they would rather have prosecutors shine light on major or violent crimes, even if it means losing some cases. • While 90% of Leon County residents report that they are at least somewhat familiar with proposed measures to “defund the police,” which would redirect money from law enforcement to such other community needs as mental health or drug counseling, fewer than 4 in 10 (39%) believe that “defunding police” is a good idea. The remainder either believe the idea is bad and dangerous, or don’t approve of the measure but appreciate that bold statements such as this can motivate leaders to focus on making improvements. The media has a role to play. • 91% of residents believe media attention and public access to records is an important part of keeping the justice system honest. That said, more than half (56%) believe that mainstream and social media make it appear there is more discord between people in this country than there really is. The remainder believe the media is accurately portraying divisions and/or may understate the depth of such divisions.
