MEMORANDUM LOUISVILLE METRO POLICE DEPARTMENT GREG FISCHER MAYOR STEVE CONRAD CHIEF OF POLICE TO: Officer Patrick Norton, 39387 Division Officer Alex Dugan, 39752 1St Division FROM: Steve Conrad Chief of Police DATE: January 28, 2020 RE: Letter of Commendation Recently, I received a letter commending you for your outstanding response to an active shooter when a subject inside a store got into a physical altercation with another subject, then pulled out a handgun and began to fire indiscriminately in the store. This put upward of 100 shoppers and employees in imminent risk of serious physical harm or death. You responded to the scene and began a tactical approach to the front entrance of the business as you were unsure of the shooter?s identity. As you approached, the shooter exited the business into the parking lot and began to walk towards a vehicle. A bystander pointed out the shooter to you and you engaged the subject verbally from cover. At this point, the subject turned toward you and began to fire his pistol. You returned ?re, striking the subject and incapacitating him. With the subject down, you had the wherewithal to continue to cover the suspect as it was unknown if the subject as the sole shooter. You began to gather information and relay this to responding officres allowing their backup to arrive on scene and stage in a safe location and attend to the wounded subject. You entered the business along with additional responding officers to identify more shooters, assess anyone for injuries and to evacuate shoppers and employees. It was found that one other civilian had received minor injuries resulting from the initial dispute with the shooter. You are to be praised and recognized for you exceptional bravery. You placed your own lives at risk of serious physical injury or death by confronting the shooter and engaging in a deadly fire fight when the shooter began to fire his weapon at you. Thank you for going above and beyond the call of duty. I appreciate your willingness to put forth the extra effort to achieve our goals on a daily basis. The subject?s actions put upwards of 100 shoppers and employees in imminent risk of serious physical harm or death. During the incident several shoppers and employees began to flee the store or take cover, finding hiding spots within the store to protect themselves the shooter. Officers Patrick Norton and Alex Dugan, riding as a two-officer unit, responded to the call for help and arrived on scene within a minute of the initial calls. The officers parked on the east side of the building and began a tactical approach to the front entrance of the business. Officer Norton armed himself with his service pistol and Officer Dugan equipped his patrol rifle as they made their approach. The officers were unsure of the shooters identity but still quickly advanced toward the entrance. As they were making their approach. the shooter exited the business into the parking lot and began to walk towards a vehicle. A bystander then pointed the shooter out to the officers. Officers Norton and Dugan engaged the subject verbally from cover. at which point the subject turned towards the officers and began to fire his pistol in an attempt to kill them. Both officers returned fire striking the subject. incapacitating him, effectively removing the threat to officers and bystanders. As the subject was down the officers had the wherewithal to continue to cover the suspect as well as the entrance to the business as it was unknown at that time if the subject was the sole shooter. Even after the extreme stress of engaging in a close range fire fight, both officers continued to gather information and relay this to the responding officers allowing their back up to arrive on scene and stage in safe locations and tend to the wounded subject. Once additional officers arrived on scene and secured the wounded subject, Officers Norton and Dugan entered the business along with the additional responding officers to conduct a preliminary sweep of the Kroger to identify more shooters. assess anyone for injuries, and to evacuate shoppers and employees. After preliminary and secondary sweeps were conducted it was found that one other civilian had received minor injuries resulting from the initial dispute with the shooter. All other shoppers and employees were safely evacuated without physical injury. Both officers should be praised and recognized for their exceptional bravery. They placed their own lives at risk of serious physical injury or death by confronting the shooter and engaging in a deadly fire fight when the shooter began to fire his weapon at the officers. This action was above and beyond the call of duty and clearly distinguishes itself from other acts of recognized bravery. Their actions not only helped save their own lives, but also ended a threat that jeopardized the lives of close to 100 employees and shoppers in Kroger that day. The officer's action make it clear to see that they surely saved lives with their quick response and decisive actions. It was only a short time ago that Louisville experienced another shooting at an area Kroger where the outcome was not as fortunate for innocent civilians. Officers Norton and Dugan are outstanding examples of the hard work and dedication that each and every officer of the Louisville Metro Police Department embodies and should be recognized and rewarded for putting their lives on the line to protect the citizens of this great city.
