Incident Summary
I was on foot in the area of Rosemary Cemetery when I heard several subjects screaming in front of
Salvation Army at 9th St. and Central Ave. I observed Gerald Karnas kicking and stomping the victim Ray
Seymour in the face and head. I observed a thin wooden board on the ground where the battery occurred.
Seymour stated the defendant struck him in the face with the board before kicking and stomping his head
and face. I approached the subject and ordered him to the ground, he continued to batter the victim. I
grabbed the male by his left arm and attempted to transport him to the ground. While struggling to get the
male on the ground he faced me and was grabbing my equipment on my duty belt. While the male was on
the ground I was able to get his left wrist handcuffed. I placed my right knee on the back of his neck because
he was trying to get up. He continued to resist by refusing to give me his right arm by tucking it under his
body. He tried again to get up and I placed my right knee in the center of his back to prevent him from
getting up. I was able to get his right arm handcuffed and I placed him in the back of my patrol car.
