Antifa Threat to National Guard Personnel at the Minnesota State Capitol (U//LES) 2. Update to Prior Antifa National Guard/VBIED Reporting EVENT SUMMARY (U//LES) On 30 May 2020, unidentified Antifa members stated during online discussions that Antifa wanted to “massacre” National Guard personnel at the Minnesota State Capitol, according to FBI Minneapolis Field Office reporting. The Antifa members claimed they were trying to take out uplink/control vehicles (NFI) using a vehicle-born improvised explosive device (VBIED). The discussion included photographs (attached below) of military vehicles Antifa wanted to attack. (U//LES) (Minnesota National Guard Comment. The military vehicles depicted in the photographs are not being used in the National Guard’s current operations in the Twin Cities. Furthermore, buildings depicted in the photos are not Minnesota National Guard facilities. Background foliage in two of the photos appear indigenous to states other than Minnesota.) A different source provided the intelligence reported in Information Reports #8 and #11, which also concerned Antifa, explosives, and/or threats to the Minnesota National Guard. The source in Information Reports #8 and #11 is managed by a different a FBI field office, which assesses its source as credible and well placed. However, given current circumstances in the Twin Cities, the FBI Minneapolis Field Office cautions that the source may have potentially provided intelligence to influence recipients.) (U//LES) (FBI comment. Regarding Information Report #11, the certainty of the reported information is unclear. The verbatim source report states “Antifa may be planning attacks in Minneapolis [bold emphasis added].” However, elsewhere the report states “Antifa will be using VBIEDs [bold emphasis added].” The source report also included two additional details not contained in Information Report #11: (1) the VBIEDS “will bear fictitious license plates”; and (2) similar attacks may occur in other cities. (U//LES) (FBI comment. Currently, the FBI Minneapolis Field Office makes no ultimate assessment regarding this line of reporting, which is shared primarily as raw, unevaluated intelligence. Two separate FBI sources located in different states have reported somewhat mutually supporting intelligence.
