The Coral Springs Police Department utilizes facial recognition software to support the investigative efforts of law enforcement officers and civilian investigators within the agency. This technology can be a valuable investigative tool to detect and prevent further criminal activity. All use of facial recognition software will be for law enforcement purposes only. Facial recognition programs will be used for valid investigatory purposes and not for general surveillance I identification purposes. B. The Coral Springs Police Department does not maintain their own database of photos for facial recognition purposes. The Coral Springs Police Department uses proprietary software in accordance with contracts with reputable vendors. C. The Coral Springs Police Department will assist other law enforcement agencies with requests to utilize facial recognition software. Law Enforcement agencies may provide photographs or still images from videos which the Coral Springs Police Department will submit to facial recognition software programs. The results of the search will be provided to the requesting agency as investigative leads to their cases. The Coral Springs Police Department will require that an outside agency verify that any request to utilize facial recognition software will be for law enforcement purposes only. The requesting agency shall send an email to the Coral Springs Crime Analysis Unit, and provide their contact information to include: name, agency and lawful reason for the request including, the possible criminal statute being violated. The Coral Springs Police Department will reject any requests from law enforcement agencies requesting to utilize the software program for reasons other than a criminal investigation. D. For uses of facial recognition software programs, images of a possible suspect that are captured via surveillance systems may be submitted to facial recognition programs. If a facial recognition program provides results, the comparison photo from the facial recognition software must be placed in a photographic line-up, completed in accordance with Department procedure, that is presented to victims and I or witnesses of the crime. The result provided by a facial recognition program shall not be the sole basis for any arrest. AMENDED MAY 2020
