Harrell May 3, 2013 Interim Chieflim Pugel Seattle Police Department 610 Fifth Avenue PO Box 34986 Seattle, WA 98124-4986 Re: Fatal Shooting of Native American Jack Keewatinawin Interim Chief Pugel, As Chair of the Public Safety, Civil Rights, and Technology Committee, the fatal shooting oflack Keewatinawin on February 26, 2013, has raised significant concerns regarding the procedural policies for activation of the dash-cameras. Because of the issues surrounding our Seattle Police Department (SPD) with respect to police accountability, it is imperative that we gain a full and accurate understanding of what occurred that evening. It is my understanding there were eight officers present during the incident. According to a news article in Indian Country Today, when the victim's family members asked SPD to view the dash- cam videos of the shooting, they were told that the incident had occurred during a shift-change and therefore no video was available. Will you verify whether this is an accurate representation from I request the Seattle Police Department review the current protocols as to when and how dash-cams are triggered and what changes should be made in policy with regard to triggering dash-cams to prevent these incidents from happening in the future. While I fully understand that a shift change during an emergency situation can add complexity to an already multifaceted situation, I believe that establishing transparency and continually improving performance should be our goal.
