I would like you to send this complaint to Lt. Paul Haering with the Integrity Development Section for investigation. On January 28, 2020, during a discussion in Human Resources (HR) about expectations, Captain Hensley displayed a disrespect and disdain for me, my position as chief of police, and showed disrespect towards the HR manager, Tonya Charles. Captain Hensley used a tone of voice not consistent with a command officer, and regularly interrupted Ms. Charles and myself. During this conversation it was brought to Captain Hensley?s attention about disruptions in the department that were the result of a Facebook post. Captain Hensley stated am not aware of when she posted or anything about it.? I learned shortly after the meeting through a conversation with Captain Gutman, that Captain Hensley was aware of the post and that he had discussions with Captain Gutman and Lieutenant Quinn about the post and the disruptions a week earlier. I find this troubling that Captain Hensley knew of this issue and failed to bring it to my or Lieutenant Colonel Rebholz?s attention. What is more disturbing, is the fact that Captain Hensley was less than honest in our BiFormsWIemo Template discussion in HR about his knowledge of the Facebook post and situation. in no way is this behavior acceptable for a command level officer. Present at this meeting was Rebholz, HR Director Tonya Charles and myself. Capt. Hensley requested, and was granted permission to record the discussion. On January 29, 2020, I called Captain Hensley into my office with Rebholz present. I advised Captain Hensley that I would like a copy of the recording he made of the conversation the previous day in HR. Captain Hensley stated, don?t have it. I deleted it.? I repeated, ?You deleted it?? Captain Hensley said ?Yes.? I enquired what phone he recorded it on and he stated it was his personal phone. In compliance with West Chester Police Policy Manual Section 701, I stated to Captain Hensley that, will need your phone in order to have Mike Sly recover the recording.? Captain Hensley immediately stated, will get you a copy. You are not getting my phone!? I stated, will get your phone if needed but that a copy will suffice.? I advised that I wanted it by the end of the day. He said he would get it to me. I was shocked again at the disdain in Captain Hensley?s voice and the outright dishonest statement that he didn?t have it and that be deleted it, when in fact he was able to obtain it.
