Hoffman 406 Longview Blvd. St. Louis, MO 63122 Dear Alan, The following is written in response to your question regarding whether Initiatives can be used to amend the Charter of the City of St. Louis. The Charter provides in Article V, Sections 1 and 2 for such-a procedure. The procedure that must be followed is a two-step one with two votes of the people required. The first step is a vote authorizing the submission of the proposed Amendment at a subsequent election and with only a majority required as with any Ordinance. The second step (vote) for the actual Charter Amendment requires a 60% vote as with any Charter Amendment. The pertinent language of Section 2 is "in case the proposed Ordinance is for the submission of an Amendment to the Charter?. This type of Ordinance requires 10% of registered voters of the City at the time of the last preceding regular mayoralty election. (See Article V, Section 1). In this response I drew upon my tenure as City Counselor for eleven years and consulted two of my former Deputies. After our discussion, they concurred with the above interpretation.
