Reynolds and I drew our service weapons and ordered the occupants of the BMW to show their hands and turn the car off. They were slow to respond but did comply after numerous verbal commands. Det. Reynolds and I had both subjects exit the vehicle. The operator, who was later identified as Daniel J. Jarrells 12/17/92), was placed under arrest for fleeing/eluding. The front seat passenger, who was identified as Lamar C. Redfield 04/16/91), was detained in handcuffs. Once out of the BMW, Daniel Jarrells and Lamar Redfield yelled loudly for someone to come out of a nearby house but they received no response. Det. Reynolds and I ordered them to stop yelling. Det. Reynolds placed Daniel Jarrells in the front of Det. Stinchcomb?s #1948 patrol vehicle to be transported to Western District. Moments later we heard a commotion inside of Det. Stinchcomb's patrol vehicle. When we looked we saw that Daniel Jarrells had adjusted his body, positioned both of his feet on the front passenger's window and was kicking the window attempting to break it out. Det. Ranck #2021, Det. Stinchcomb and Det. Reynolds removed Daniel Jarrells from the vehicle. Daniel Jarrells resisted arrest by flailing his arms and body and pulling away from the Detectives. The Detectives took Daniel Jarrells to the ground to control him. Daniel Jarrells continued to flail his body and drag his face across the pavement while screaming at the top of his lungs. Daniel Jarrells' disorderly behavior caused numerous citizens to come out of their homes. Another citizen stopped his vehicle on the roadway and watched the commotion. There was also a group of citizens that were talking down the street who walked towards the traffic stop to observe the commotion. Daniel Jarrells was transported to Western District in a caged car. Det. Reynolds utilized his K9 partner "Chuck" to conduct a sniff of the exterior of the BMW. K9 "Chuck" is trained in the detection of narcotics odors. K9 "Chuck" positively alerted to the odor of narcotics within the BMW. During a search of the BMW, Det. Reynolds located a cylinder of tetrahydrocannabinol (THC) oil in the front driver?s door pocket of the BMW. Through my training, knowledge and experience I knew the tetrahydrocannabinol (THC) oil was a schedule CDS. The THC oil could have been accessed by either Daniel Jarrells or Lamar Redfield. Lamar Redfield was arrested and transported to Western District. While searching the engine compartment area of the BMW I located one spent casing of ammunition. ECU was contacted and the casing was collected by ECU Technician Pierre-Philippe #8946. lwalked back to the location where the passenger discarded an item on the roadway and determined it was a cigarette butt. Daniel Jarrells was served with two outstanding arrest warrants. charged Daniel Jarrells with numerous traffic citations in ETIX. I also charged him on a Statement of Charges with the following: 1. Disorderly Conduct 2. Resisting Arrest 3. Possession of CD8 - not marijuana charged Lamar Redfield on a Statement of Charges with possession of CD8 - not marijuana. Based on the vehicle's failure to stop, Lt. Snyder #1369 authorized a strip search of both subjects. The strip searches yielded no contraband. Det. Reynolds collected and submitted the THC oil to the Western District CDS Drop Box for laboratory analysis. This case is closed by arrest. Ranck #2021 responded to assist units on scene of a check vehicle/traffic stop in the area of April Dawn Way and Vivaldi Lane in Odenton, Anne Arundel County, Maryland 21113. Det. Reynolds #1882 and Det. Shapiro #1849 had asked for a "10-3" (Hold the Air) after making contact with the occupants of the car, indicating some level of urgency with the situation. i was riding with Det. Stinchcomb #1948 in his unmarked patrol vehicle. Upon my arrival observed Det. Reynolds to have a suspect, who would be positively identified by his District of Columbia Learner's Permit as Mr. Daniel James Jarrells, to be handcuffed walking away from a gray BMW. Det. Reynolds indicated to me that Mr. Jarrells was under arrest. Mr. Jarrells was aggravated, yelling and cursing, and thrashing around as he was escorted away. Det. Stinchcomb #1948 and Ithen took Mr. Jarrells, searched him, and placed him in the front passenger seat of Det. Stinchcomb's patrol vehicle, and fastened the seatbelt. The door was shut, and Mr. Jarrells continued to yell, scream, and curse while in the patrol vehicle. Det. Stinchcomb stood and kept a watch over Mr. Jarrells while I retrieved his identification to run a warrant check prior to transporting him. During the process of running Mr. Jarrell's information on Teletype I heard several loud "bangs" from behind me. I turned around and observed Mr. Jarrells to have slid down in the seat, allowing his legs to be up in the air, and he was kicking with both feet at the glass windshield and glass window on the front passenger door. I then ran towards the patrol vehicle. I observed Mr. Jarrells to attempt to kick out the window/windshield approximately 3-5 times while I ran towards the patrol vehicle. Mr. Jarrells kicked the passenger door window so hard I was actually able to observe it ?ex out. I open the passenger side door of the patrol vehicle and ordered Mr. Jarrells to stop kicking. Mr. Jarrells continued to kick, this time in my direction, as he attempted to get out of the patrol vehicle/break the window. Det. Stinchcomb reached through the driver's side of the vehicle and unlatched the seat belt holding Mr. Jarrells in the seat. I then grabbed Mr. Jarrells by his left arm/upper body and removed him from the patrol vehicle. While removing him, Mr. Jarrells thrashed both of his shoulders around, and pushed away from the patrol vehicle with his feet/legs, in what I perceived as an attempt to escape my grip/custody. Mr. Jarrells was then guided to the ground next to the patrol vehicle in an attempt to both control him and reduce the risk of injury to himself or any officers, as well as to prevent him from attempting to damage the patrol vehicle. Det. Stinchcomb and Det. Reynolds assisted me in removing Mr. Jarrells from the vehicle, and controlling him once he was on the ground. When Mr, Jarrells stood up finally betnre being transported i observed him to have a small amount of blood on the left side of his face from what appeared to be a small abrasion that appeared to have been self-inflicted as a result or him thrashing amund on the pavement. While waiting for the cage ear. Mr. Jarretts continued to yell and scream while on the ground cursing and calling us and saying you." Mr Janelle created such a disturbance in the middle of this residential street that a neighbor came but of their house and asked it there was anything we could do to quiet him down because she had small children in the house who could hear everything. Once I had a chance to switch back to Teletype they advised me that two active arrest warrants for Mr. Jarrells had been confirmed and were taxed to Western District. Sgt. While #1329 responded to the scene. Once at Western District, the fire department was summonsed to treat Mr. Jarrells. Rescue Englhe 28 and Ambulance 219 responded (relerence Fire Run 33201910501). When the fire department personnel came into the booking room to treat Mr. Jarrells, he became irate and began yelling at the tire personnel saying don't want your o- treatment I demand to be taken to the hospital Thei tisl fire department personnel who responded were unable to provide any sort of assessment or treatment in booking Mr. Jarrells cominued to berate the fire department about why he was not being taken to the hospltal that second. The fire department tried to explain that they came on a fire engine and cannot transport patients on a fire engine. but Mr Jarrells refused to listen and continued yelling. A proper full body photograph was nut taken due to his uncooperativeness and hostility towards cifl'lcers and tire persunnel. When the ambulance arrived Mr. Janelle was secured on a Stretcher with handcuffs and leg irons.
