Was Ms Ntlatseng's CV circulated to the committee before the meeting?
It is mandatory that members of the committee receive information in advance
of any meeting to enable the Members of Parliament (MPs) enough time to
familiarise themselves with the subject matter.
Furthermore, the announcement of the nomination of Ms Jennifer Dikeledi
Ntlatseng appeared on Parliament’s Announcements, Tablings and Committee
reports [ATC 86-2020] of 2 July 2020. In his address to before the committee
on 15 July 2020, the Minister outlined extensively the process leading to the
nomination. I am confident that all information was made available for MPs to
make an informed decision.



Had the committee developed and adopted independent criteria for
vetting the Minister's nomination?
The nomination and consideration by the committee was made strictly in terms
of section 6 of the Independent Police Investigative Directorate Act, 2011 (Act
No 1 of 2011). It is not a legislative requirement for the committee to have an
independent criterion to consider the Minister’s nomination.
With this said, the committee unanimously agreed that there is a need to do a
comprehensive amendment of the IPID Act to clear any ambiguity and to
strengthen Parliament’s role in the appointment or renewal of the contract of
the Executive Director of IPID.
