Ladies and Gentlemen, please accept this memorandum of my notice of retirement effective
August 1, 2020. Serving the people of Annapolis City and Anne Arundel County as a police
officer has been a signal honor of my lifetime. Serving for almost 6 years as Chief was the cap to
a wonderful career. I would like to take this opportunity (and will do so publicly as well) to thank
Steuart for having faith enough in me to retain me as Chief. My conscience dictates my
