UNCLASSIFIED//FOR OFFICIAL USE ONLY 13 September 2019 19-23418 SITUATIONAL AWARENESS BULLETIN (U) Anti-Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE) Events Planned in Aurora, Colorado Between 19 and 21 September 2019 (U//FOUO) Scope: The Colorado Information Analysis Center (CIAC) has prepared this Situational Awareness Bulletin to provide information for Department of Homeland Security Immigration and Customs Enforcement personnel, law enforcement, and public safety partners regarding the Confront La Migra Where They Live event scheduled for 19 September 2019 and the March for Justice, scheduled for 21 September 2019, at the Geo Group, Inc. ICE (GEO-ICE) facility in Aurora, Colorado. (U) Two known anti-ICE activist groups are planning major events in Aurora, Colorado, between 19 and 21 September 2019, in an attempt to raise awareness, express discontent toward ICE and ICE detention facilities, and to convince Congress to de-fund ICE. (U) On 19 September 2019, Abolish ICE Denver will host the Confront La Migra Where They Live! protest outside the home of the Warden in charge of the GEO-ICE facility in Aurora, Colorado, from approximately 6:15 - 8:30 PM. The organizers are encouraging protesters to go door-to-door in the Warden’s neighborhood to, “raise the level of confrontation against Border Patrol, ICE, DHS, and GEO affiliates (La Migra) by showing up in masses, disrupting their day-to-day lives, and revealing the injustices they commit to everyone around them.” 1  (U) This is not the first instance where anti-ICE activists have personally targeted ICE personnel and their families. In July 2019, a sign in Newburyport, Massachusetts was displayed near a store owned by the spouse of an ICE agent that identified the couple by name and identified them as a danger to the community. 2 (U) On 21 September 2019, the March for Justice will be hosted by the Enough Action Coalition, an activist group based in Colorado that fights against systematic marginalization. The march will begin at the Martin Luther King Jr. statue in Denver’s City Park and finish at the GEO-ICE facility in Aurora. The protest organizers expect between 150 to 4,000 people to participate, including members from over 50 other activist groups from across Colorado. Following the march, participants plan to form a human chain around the entire GEO-ICE facility. 3 (U) Although the march organizer plans for a non-violent event, violence at ICE protests and marches across the United States has increased over the past year: UNCLASSIFIED//FOR OFFICIAL USE ONLY Production Number:107097 Page 1 UNCLASSIFIED//FOR OFFICIAL USE ONLY  (U) On 02 July 2019, police in Philadelphia, Pennsylvania pushed back over 40 protesters who were blocking the front door of an ICE building. At least 12 protesters became violent toward the police and were removed from the scene. 4  (U) On 09 July 2019, a man pulled a knife and threatened to stab protestors opposing ICE in Portland, Oregon. 5  (U) On 12 July 2019, a peaceful protest at the GEO-ICE facility in Aurora, Colorado, became violent when a group of individuals crossed barriers onto the facility’s property. Some protestors vandalized a Blue Lives Matter flag by spray painting “Abolish ICE” on it and hanging it upside down on the flag pole and also replaced the American flag with a Mexican flag. 6  (U) On 13 July 2019, a peaceful protest at an ICE facility in Tacoma, Washington, was followed by an Antifa attack involving a man who carried an AR-15-style rifle and set fire to an ICE building using flares. He also set fire to his vehicle and threw Molotov cocktails at other ICE buildings within the facility. 7  (U) On 13 August 2019, individuals fired weapons at a building that housed ICE offices and other businesses in San Antonio, Texas. The FBI believes the individuals specifically targeted ICE, as they only fired at windows on floors where ICE offices were located. 8  (U) On 14 August 2019, a truck drove through a crowd of protesters at the Wyatt Detention Center in Central Falls, Rhode Island, and corrections officers ended up pepper-spraying the crowd to subdue the chaos that ensued. At least 12 people were treated for irritation from the pepper spray and one person was taken to the hospital for a minor injury. 9 (U) There have also been threats of violence toward ICE facilities and personnel on social media platforms:  (U) On 03 August 2018, an 18-year-old Deferred Action for Childhood Arrivals (DACA) recipient was arrested by the FBI after posting instructional videos for making bombs to kill ICE agents. He also posted several anonymous messages online against ICE agents. 10  (U) On 09 August 2018, a 33-year-old anti-ICE activist from Cambridge, Massachusetts, was arrested by the FBI for offering over 400 Twitter followers $500 to kill ICE agents. 11  (U) In mid-August 2018, the Deputy Secretary of Homeland Security issued a warning to ICE personnel, after specific and credible threats were made against them. 12 (U) Event organizers do not appear to publically invite or recruit violent groups and there is no discernible endorsement of civil disobedience. However, law enforcement and government personnel should maintain a heightened level of caution, due to the increase in violence at ICE protests and threats toward ICE facilities and personnel over the past year. (U//FOUO) As of 13 September 2019, the CIAC has no information or intelligence to indicate a specific or credible threat targeting civilian participants, government officials, law enforcement, emergency services personnel, or critical infrastructure associated with the Confront La Migra Where They Live! or the March for Justice.
