Education Freedom Scholarships Emergency Assistance for ALL Students and Families  Children in all K-12 schools, public and private, have been affected by COVID-19. o 100,000 public schools across the country serving 50 million students o 35,000 private schools across the country serving 5 million students  Particularly at a time when public schools are choosing not to reopen and have proven inadequate at providing high-quality distance learning, parents should decide which school best meets their child’s needs.  All families should have the same choices of schools that wealthier families already have for their children.  Direct emergency educational assistance will prevent families from losing access to the school they had chosen before the pandemic.  COVID-19 has caused many parents to lose their jobs and there are fewer scholarships available because there has been less charitable giving. o 43% of parents living with children report they or a family member has lost a job or work hours due to COVID-19. o Just over half of low-income families reported job losses, including 62% of Hispanic families, and 50% of black families. o If trends of the first quarter persist over the entire year, charitable organizations could see a $25 billion loss in revenue. Education Freedom Scholarships can help ALL students return to the school they attended before the pandemic by:  Authorizing one-time, emergency appropriations funding for scholarship-granting organizations in each state. o Scholarship granting organizations would be authorized to use the one-time funding to provide families with direct educational assistance, including private school tuition and home schooling expenses. o Parents could choose the academic instruction that works best for their child.  Allowing states identify and support scholarship granting organizations that work for the unique needs of students in their state.  Prohibiting federal control of education to ensure that all education providers may be able to participate, without fear of federal control.
