As you know from my letter to the Board on November 2019, retired from
Public Service on December 31St last year. In that letter I requested health coverage
that was promised to me based on the Town ofCarmel Employee Handbook in effect
when I left employment with the Town in 2011.

In the Town?s response dated December 4, 2019 I was advised that, "health care
benefits are only available to individuals who are active Town employees or Elected
Of?cials at the time oftheir retirement from the Town of Carmel". Apparently there
was a change to the Handbook since I left the Town in 2011. 1 left service with the
Town with the understanding that I would have health benefits upon retirement and
I believe that i should have been ?grandfathered".

As I'm sure you are aware, I applied for and was hired to a full-time position in the
Carmel Highway Department on December 30?h last year. That position carried full
health bene?ts. 1 submitted my retirement letter at the end of the workday. While
this is certainly not the retirement from the Town of Carmel that envisioned, this is
what I felt I needed to do to secure a benefit that I spent 17 years ofdedicated
service to the Town for.

 

Please forward all papers that are necessary for my enrollment for my health
coverage immediately so that 1 may be covered as soon as possible.
