As we work to balance safety with our students’ academic, emotional, social and wellness needs, it is our goal whenever possible to have students in the classroom with our staff. In our GBAPS Forward Plan, we have developed three instructional models to provide students the best learning opportunities possible, while also being responsive to the public health emergency in our state and community. By including an off-site (remote/virtual) learning opportunity, we wanted to make sure families felt empowered to make the best decision for their children’s well-being, whether that was learning remotely or attending school. We have appreciated your understanding as we developed our plan for next school year, and ask for your patience as we continue to address the many details that are involved prior to the start of school. Thank you for sharing your questions and suggestions with us; they have been important in assisting with our planning efforts. In June the District surveyed parents and staff regarding their feelings about returning to school in the fall. At that time parents shared: If schools are open do you intend to send your child in the fall? If you answered "No" or "Uncertain" to the previous question, please indicate which educational delivery option you most support for your child(ren). What are your primary concerns about coming back to your school? Please check all that apply. All 42 schools had parent/guardian participation, with 4,215 responses GBAPS FORWARD Reimagining School 6 Feedback: Staff Survey In response to the June survey, the majority of staff responded that they were likely to return in the fall. However, as June turned into July and the COVID-19 cases increased throughout the state of Wisconsin, more staff shared that their responses to the survey would have differed had the survey been conducted in July. If in-person school resumes in the fall, do you plan to return? When school resumes are you willing to teach (check all that apply) Please check all factors that you feel are needed for staff to feel comfortable returning to work. 2,344 staff members completed the survey, with 52% representing regular and special education teachers GBAPS FORWARD Reimagining School 7 Feedback: Focus Groups In addition to the early summer surveys, the District held focus groups in July with special education, elementary and secondary parents. The purpose of the focus groups was to reach out to families to ensure all voices were heard. Since technology was relied upon to hold the focus groups, the Equity Team determined that calling individual families whose language was not English would be most productive. Themes from the focus groups include: ● ● ● ● ● Clean and sanitized schools/classrooms are important Concerns regarding how the schools will enforce compliance with face coverings, physical distancing, etc. Mental health was a significant concern, with the focus on the need for students to interact with peers Parents of children with special needs felt it was important that their children either attend school or have access to supports If school is off-site/remote, parents discussed the need for streamlined communication, access to teachers and technical support during evening hours The District also received hundreds of emails from parents/guardians. Themes included: ● Schools need to be “normal” in the fall - no social distancing/no masks ● Parents are concerned about sending children to school, but worry they will fall behind with the off-site model ● Parents want children to go to school/concern regarding balancing work and children ● Parents expressed interest in the blended model - less risk/children still able to socialize at school GBAPS FORWARD Reimagining School 8 Feedback: Secondary Student Survey Students in grades 6 through 12 participated in the Secondary Student Voice Survey for Fall 2020. Student voice is important to the Fall 2020 planning process. Leadership wanted to understand the learning preferences of our students and to hear about their experience last Spring with the transition to online (remote) learning. The survey closed on July 28. The survey was available in English and in Spanish. Approximately 3,200 students participated in the voluntary survey, 32.5% of the 2020-2021 secondary student population. GBAPS FORWARD Reimagining School 9 Feedback: Summer School Survey The District is currently surveying parents/guardians whose children participated in the first elementary summer school session. The survey closes on July 31, however, the initial survey results reflect an overall improved experience. The below results include 247 parent responses, completed in English or Spanish. “I was very pleased with the scheduled daily meets. I thought it helped keep my child engaged and on track. Much improved from the Spring 2020 virtual learning.” GBAPS FORWARD Reimagining School 10 Instructional Models On-site/All Students GBAPS FORWARD Reimagining School Off-site Learning Blended Learning 11 Off-site Instructional Model Off-Site: PreK-12 (Choice) Parents/guardians may choose to have their students enroll in virtual/remote learning for the 2020-21 school year. This option is available in recognition that some students are unable to attend school in the fall due to an underlying health condition or that of a family member, as well as for parents who may not be comfortable sending their children to school at this time. Parents/guardians have the option to re-evaluate and have their students return on-site at the quarter/trimester during the school year. Additional information: ● ● ● ● ● Students will remain assigned to the school they are currently enrolled in (will not lose their spot if choiced in to a school). If the student attends John Dewey Academy of Learning or Northeast Wisconsin School of Innovation, they are still enrolled in a charter school while participating in off-site learning. Students enrolled in the off-site instructional model (virtual) will need to meet attendance requirements, earn credits towards graduation (high school), and will have work graded according to Board Policy. Decisions on the make-up of the students’ cohort and their teacher(s) will be determined by the number of families who choose to enroll in off-site learning. Students (age 3 - 12th grade) who are enrolled in the off-site model will be provided a District device and a Kajeet (Wifi-hotspot), if principal determines a need. Art, music and physical education instruction will be provided virtually. Students and parents will be offered virtual training in the use of Seesaw, video conferencing, etc. Extended hours for teacher and technology support will be offered. Each school’s schedule will include a virtual “homeroom”, class meeting or advisory group time, which will provide an opportunity to check-in on a students’ physical, emotional, and social well-being. When appropriate, students will be provided resources: math workbooks, grade-level reading books, etc. Schools will evaluate which co-curriculars can be offered in a virtual setting. GBAPS FORWARD Reimagining School 13 Off-site Instructional Model Off-Site (in response to COVID outbreak/quarantine) If it is deemed unsafe for students and staff to be on-site or in a blended learning model, the District will provide an off-site instructional model. In this model there would be exceptions where individuals or small groups of students would be on-site for limited hours in a day/week, which may include students who receive special education services and are not able to receive a Free Appropriate Public Education through off-site learning, and students who are new to the country and receive English Learner services. In addition, we anticipate there will be times when students will be quarantined, and for those 14 days or more, the student will move to the off-site learning model. In both circumstances, students will remain assigned to their school and have the same teachers they would on-site. Additional information: ● ● ● The District will be moving to a one student/one device approach to ensure equity and access. Students will be provided a Kajeet (Wifi-hotspot), if principal determines a need. If more than one student is in the household, the data limit for the Kajeet will be increased. Students will have access to special education/gifted and talented/English Learner teachers. The District will work with community providers to assess the capacity to offer additional daycare options at various community locations. Athletics and activities will be offered virtually. The District will be moving to a one student/one device approach, with the expectation students will take their Chromebooks home each night in case they are unable to return to school the next day, either due to a school closure or the student being quarantined. Each school’s schedule will include a virtual “homeroom”, class meeting or advisory group time, which will provide an opportunity to check-in on students’ physical, emotional, and social well-being. Students will be provided a Kajeet (Wifi-hotspot), if principal determines a need. If more than one student is in the household, the data limit for the Kajeet will be increased. Parents will be offered virtual training in use of Seesaw, Google, etc. Extended school hours for learning and technology support will be offered. Our health and safety protocols are a result of our work with the Brown County Health Department, Bellin, and Prevea; and guidance from the Department of Public Instruction and the Centers for Disease Control. Face Coverings All staff, students (including early childhood, Head Start and 4K), vendors and visitors will be required to wear face coverings (with exceptions). The District will provide staff and students two (2) washable face coverings. Face shields may be worn with a face covering that covers the mouth and nose. The District is working to address the needs of our Deaf and Hard of Hearing staff and students. Physical education classes will be held outdoors without face coverings. Physical Distancing The District will have several measures in place for social distancing: ● Limit number of bus riders to 50% capacity ● Desks will be spaced 6 feet apart (shields for where they can’t) ● Signage in hallways to remind students to physically distance ● Modified traffic patterns in hallways/staircases GBAPS FORWARD Reimagining School 26 Health & Safety (continued) Hand Washing Hand washing will be promoted throughout the day including when students arrive at school, before and after eating, using the restroom, and before and after recess. Rooms that do not have sinks will have hand sanitizing stations. Symptom Checks Students, staff, parent/guardians, and visitors will be required to complete a COVID-19 questionnaire prior to entry into the building. Cleaning Classrooms and offices will be cleaned and disinfected nightly by custodial staff. Daily cleaning and disinfecting will be done by the staff using the space. Self-Quarantine Staff and students that are experiencing COVID-19 symptoms (cough, shortness of breath or difficulty breathing OR two (2) of the following symptoms: fever >100.4, headache, chills, muscle pain, loss of taste/smell, nausea, vomiting or diarrhea) are expected to stay home. COMMUNITY DAYCARE Will work with community providers to assess the capacity to offer additional options at various community locations. GBAPS FORWARD Reimagining School BEFORE & AFTER SCHOOL PROGRAMS ● Community partner programs that use District facilities can resume with limitations to provide essential after school opportunities for students. Community partners will be required to submit a building request form, with a documented COVID-19 plan following district health and safety guidelines. ● 21CCLC Programming will be offered both virtually and in-person for students. Students will attend in-person on the days they attend school only. Students will be grouped into cohorts of students. Virtual opportunities for participation will be offered for all students. 30 On-Site Instructional Model The on-site instructional model is all students attending school with the exception of families who selected and intend to continue with the off-site instructional model. ● ● ● ● ● Gating criteria is the Department of Health and Human Services has rated community transmission in Brown County as low. CDC guidelines in accordance with low to no COVID-19 community transmission will be followed. Classes, co-curriculars, field trips, assemblies, etc., will resume as normal. The District will be moving to a one student/one device approach at all grade levels to ensure equity and access, as well as to allow for easy transition to blended learning or off-site due to an increase in COVID-19 cases. Each school’s schedule will include a homeroom, class meeting or advisory group time, which will provide an opportunity to check-in on a students’ physical, emotional, and social well-being. Once you download the app, you will be able to determine if you wish to receive District and school notifications. 34 Communications Notification Process when Students/Staff are in Contact with an Individual who Tests Positive for COVID-19 As we work to keep students and staff safe during this pandemic, we will share as much information as possible with you, while still following legal and ethical privacy rules. During the school year, we will have students and staff with symptoms, as we often do each year with allergies and illnesses like strep and bronchitis. As appropriate, we are asking them to stay home, or if symptoms develop while at school, to go home. In certain cases they may be encouraged to contact their health provider and/or get tested for COVID-19. While privacy laws keep us from sharing each of these cases with you, if your student/you has been in direct contact with someone who tested positive for COVID-19 or someone whose medical provider diagnosed them with a presumed case of COVID-19, you will be contacted by school/District and the Brown County Health Department. In a school/classroom setting, direct contact is defined as being within 6 feet of the affected individual for more than 15 minutes and/or having physical contact (hug, kiss, handshake, etc.) with the individual. You will be notified by the Brown County Health Department with information regarding whether or not you/your child will need to quarantine and to monitor symptoms. All District schools will be in the same model. 36 Moving Between Models In this COVID-19 environment, circumstances, information and guidelines change at a rapid pace. To ensure we are providing the best learning environment in the safest manner, the District will be continuously monitoring COVID transmission in the state and county. To assist the Board of Education in making the best decision regarding which instructional model the District should be implementing, administration will be providing the Board of Education updates on the rate of community spread and COVID case numbers. Processes will be created to provide smooth transitions for staff, students, and families when moving between models. In this model there would be exceptions where individuals or small groups of students would be on-site for limited hours in a day/week, which may include students who receive special education services and are not able to receive a Free Appropriate Public Education through off-site learning, and students who are new to the country and receive English Learner services. Rationale: ● ● ● ● ● ● Based on discussions with local medical professionals, the District has chosen gating criteria for Blended Learning as a fourteen day trend of 5% or less of statewide COVID tests being positive - view dashboard. Currently this gating criteria is not met. The rate of COVID transmission in the majority of the state of Wisconsin is identified as high by the Department of Health and Human Services. Brown County is one of the counties with the highest number of positive COVID cases in the state. With such high community transmission, concern regarding a disruptive beginning to the school year if classrooms or schools are frequently being quarantined. See Austin story. World Health Organization (WHO) advised governments that before reopening, rates of positivity in testing (i.e., out of all tests conducted, how many came back positive for COVID-19) should remain at 5% or lower for at least 14 days (May 12, 2020).
