James Patrick McGovern Professional Experience 1997 – Present Congressman United States House of Representatives 2019 – Present Chairman House Rules Committee Committee Assignments • House Agriculture Committee • House Agriculture Subcommittee on Nutrition, Oversight, and Department Operations Rules Committee Accomplishments • As Chairman of the Rules Committee, prioritized Congress deliberating again by allowing debate on 50% more amendments than Republicans did in the entire previous Congress – including nearly 500 bipartisan amendments. • Created the first ever Office of Diversity and Inclusion within the House of Representatives to ensure Congressional staff reflect the diversity of the communities we represent. • Held the first ever Congressional Hearing on Medicare for All. Legislative Highlights • Leading champion of ending hunger both at home and abroad, successfully advocating to increase funding for food assistance programs, defend them against cuts, and creating the McGovern-Dole Food for Education program which has fed tens of millions of the world’s hungriest children • Voted no on the Iraq war and is recognized as a national leader in reasserting Congressional authority on matters of war and peace. • Passed legislation that created a Federal Advisory Council on Grandparents Raising Grandchildren in light of the opioid epidemic. • Created and secured $40 million for a Wounded Warrior Service Dog Pilot Program, which helps nonprofits train service dogs to address the physical and mental health needs of service members and veterans in need. • Held authoritarian regimes in China and Russia accountable by passing bills like the Sergei Magnitsky Rule of Law Accountability Act and the Reciprocal Access to Tibet Act which punish corrupt foreign officials through sanctions. Constituent Services • In 2019, held 16 “Coffee with your Congressman” meetings, responded to 61,517 constituent letters, phone calls, and emails, helped 2,245 constituents get assistance with federal agencies. Since the pandemic, held over a dozen telephone town halls and Q&As on Instagram and Facebook live to hear directly from the people I work for. • Secured funding for a new landing system at Worcester Regional Airport that allows airplanes from destinations across the country to land and take off in all weather conditions.
