We are encouraging all visitors to the Park to do their bit and to choose sustainable modes of travel to and from the Park where possible. In recent weeks, we have introduced 7 kilometres of new cycle lanes to ensure social distancing can be maintained by walkers and cyclists alike. Space for pedestrians and cyclists has increased by 33% adjacent to the main spine of the Park on Chesterfield Avenue by taking over the hard shoulder of the road. Current arrangements for vehicular access whereby cars can access the Park through the Castleknock and Park Gate Street gates will continue and the current parking arrangements will be maintained. These measures are being kept under constant review with An Garda Síochána and other key stakeholders and we are monitoring and measuring the impact of these initiatives. Further measures to curb traffic volumes in the Park are likely to be introduced in the coming months as the Park has seen a sea change in how the public and visitors are enjoying the biodiversity, natural landscape and wilderness of the Park. Speaking about the latest developments OPW Commissioner John McMahon, who has responsibility for Heritage said: "The Park is Dublin’s ‘green lung’ and we are determined to ensure that the Park is a safe, quiet, green space for our visitors, where flora and fauna thrives and where visitors’ health and wellbeing can be enhanced through experiencing the natural environment in the Park. With this in mind, reducing the volume of ‘through-traffic’ is critical and maintaining safe, quiet, open spaces for pedestrians and cyclists to enjoy is a key priority for us." We ask that if visitors have no choice but to travel to the Park by car that they check out to familiarise themselves with access routes, parking facilities and ensure that they park responsibly in designated car parking areas only. My child is in creche in a childcare service in the Phoenix park, now I have to travel 3 times the disctance I would have normally to access this childcare My husband works in the park and similarly his ability to get to work is hindered, he is one of the front line staff who has been working all through the pandemic unlke many people who have been lucky enough to work from home.The levels of traffic around the perimieter has increased along with the amount of cars parking around local areas like Baggot Road & Kinvara area. The traffic alone the avenue in the park itself will get to a rediculous point in winter when the traffic increases and people get back to working in their office Dear Jack As a person who is in the park every day in winter unlike many people who advocate the gate closures because they like to pop in once or twice over summer recreationally. I need the park to access my child care and my husband is one of the thousnads of workers who need to acess their job. I believe the gate closure needs to be reconsidered. Hi Jack, How are you, can you please campaign to get Whites Gate open ie let us park there like we have done for years. Is this not a public road.? Castleknock is gridlock its not fair to the rest of us. Its a real feeling of where you live in the area there is no reason for this gate to be closed at this stage. Thank you Jack, With the new regulations relating to car parking on Chesterfield Avenue, I would ask the OPW to consider having an additional car park situated near to the Castleknock Gates as the car parks at the Visitors Centre and Farmleigh are too far away for the older people over 70 yrs to get to the Avenue where they can take their walk on the prescribed lanes. Alternatively some places near the gates could be reserved for the elderly to park. I hope you will consider my request Hi Jack, The traffic in Castleknock has increased significantly with everyone forced to use the main gates, the estates surrounding the park have effectively become replacement car parks and large number of people in Dublin 15 can no longer use the park as an amenity. The beauty of the Phoenix park has always been that as a local you can drive down to go for a walk or run, you can bring buggies and toddler bikes in your car and allow young children to enjoy the park. The park already has dedicated cycle lanes and walking paths which should be improved, this along with simple adjustments at intersections where priority is given to cyclists and pedestrians would allow the park to be continued to be enjoyed by all. The changes that were made made sense when reacting to COVID but should not now become permanent when the country and economy is returning to normal. Can you advise if there will be a consultation process and can you outline what is being done to represent local residents? Hi Jack, I am writing to you as a constituent to ask about the road closures in the Phoenix Park. I understood the necessity to close the gates during Lockdown as the Gardaí needed to check people going in and out of the park. However with the easing of the restrictions these gates need to be opened again to alleviate traffic congestion coming up Knockmaroon Hill and coming from the Strawberry Beds so that some can go into the Park at Holy Angels rather than been stuck in traffic all the way up past Mt Sackville even at 3pm in the afternoon. The St Mary's Gate and Islandbridge Gates also need to be re-opened again to alleviate traffic in all the surrounding area. I hope this will happen as soon as possible. Many thanks. The Office of Public Works introduced restriction in the Park during the lockdown phase of the COVID-19 pandemic in line with Government policy. During this period, restrictions on vehicular access to the Park were implemented on advice from An Garda Síochána. Access was maintained for emergency services, essential workers and for workers within the Park only via the Castleknock and Park Gate St. gates and through the main avenue of Chesterfield Ave. These measures are still in place and will continue with the assistance of An Garda Síochána. In line with the Government’s first phase of the ‘Roadmap for Reopening Society & Business’, from the 18th May, the four main car parks in the Phoenix Park have re-opened for recreational users, families, and the elderly who live within the 5km social distancing zone but are unable to access the park by foot or cycling. These car parks will open at 10am each day therefore making them unsuitable for commuters. In this phase, the OPW has also introduced temporary safety measures to facilitate the changing needs of recreational users and to provide sufficient space for visitors to comply with social distancing guidelines. I'm writing to reflect feedback that I have sought out and got from the local communities adjacent to the Park regarding the closure of the six perimeter gates. I wrote to nine residents associations and got very large engagement in a Facebook post targeted at the communities adjacent to the Park. I must say within the large numbers that responded, an large majority are in favour of their continued closure although of course there is a number concerned about the availability of parking within the park and ease of access for older persons driving into the park. I'm conscious that you must be under serious pressure because of the congestion to re-open the gates at the end of the month. I do believe though it is not yet clear if these traffic flows are permanent or reflect pent up demand for the park after the easing of Covid restrictions, furthermore I think options such as a shuttle bus around the park must be considered. I believe the appropriate response to the congestion would not be to simply re-open all gates but to commence a process of civic engagement with all interested users of the park as to the desired future access to the park. I believe we have a unique opportunity now to discuss and imagine what future access to the park should look like, given the experience of a car free park during the lock-down ( almost car free!) and the reality of ensuring inclusive access to all during so called "normal" times. I will be sending a similar letter to Margaret Donnelly and Commissioner John McMahon. I very much hope you will give serious consideration to my proposal for civic engagement. I think we need to consider opening the side gates again, making it clear all of this will be considered as part of a wider Mobility Study that engages the communities nearby. The following items were discussed:• • • • • Area at eastern section of the Park i.e Zoo & GHQ. All functioning satisfactorily at the moment with OPW liaising directly with Dublin Zoo & GHQ as they increase their numbers. Additional online car parking information being provide by Dublin Zoo directly to their visitors. Access to St Mary’s & Cara Cheshire. Satisfactory access & egress. Bike Lane Chesterfield. No issue. Heavily used. Impact of the current traffic arrangements on the Park and surrounding communities at peak and non-peak times. Following modifications of the traffic lighting sequences at Castleknock Gate by DCC, there have been no issues reported to the Gardai or OPW. It is noted that commuters are travelling through the park and also some limited commuter parking at the public car park on the Lord’s Road which opens at 9am. All other car parks open at 10am. LC advised that there has been minimal impact on the surrounding road network as a result of the closure of the vehicular side gates. It was noted that the new road marking and traffic light sequence at Parkgate St external to the park has slowed traffic exiting the Park in the afternoons but there is no issue in the am. Traffic Counts – MG advised that OPW is currently monitoring the vehicular & cycle traffic on a number of roads in the Park and also liaising with DCC traffic office in this regard. In conclusion, An Garda Siochana are satisfied for these arrangements to continue until the 30th August with periodic reviews should the current patterns significantly alter. This will give the public clarity and allow them to plan for their visit to the Phoenix Park over the school holidays of June & July. This would give OPW and key stakeholders an opportunity to collect data, undertake research and see how the city and areas surrounding the Park function with the current arrangements. MG advised that OPW will be using the period to review the current arrangements and developing mobility plans sympathetic to the Park, which is a wonderful haven for biodiversity within an urban setting. OPW is currently updating the map with car, cycle and disable parking options on its website etc It is recommended that we continue the current arrangements until the 30th August and prepare a press release for issue on Friday 26th June in advance of 29th June, Phase 3 of the Government’s road map. It was noted that traffic is diverting from the SCR via Parkgate St & up Infirmary Rd in the evenings. This is coping satisfactorily. It was noted that Chapelizod residents have raised concern with regard to additional traffic diverting through the village. This will be kept under review. It was noted that the cycle lane on Chesterfield is functioning ok and that the park has in excess of 1200 surfaced parking spaces excluding Chesterfield Ave & Farmleigh (650 spaces) OPW advised that traffic counts are currently being undertaken for the primary roads and car parks and that this data will feed into the measures currently being implemented. OPW advised that no end date is being given for the current measures being implemented and hope to keep these measures in the long term. A report is being prepared/researched in this regard and will be discuss with key stakeholders including DCC, Fingal & the Gardai.
