And I I don't recall. CHAIRMAN BELL: And I figured you 13 didn't -- you didn't get a -- you didn't -- you weren't 14 able to discuss that subject thoroughly, so I've got 15 another bill that's dealing with barbers and 16 cosmetologists, Senate Bill 2293. 17 that makes the bill, but let me describe the amendment. 18 The amendment removes the high school education 19 requirements to become a barber, barber technician, barber 20 instructor and a cosmetologist instructor. 21 was prior to the bill that was passed by the legislature 22 in 2015 that combine the boards. 23 And I have an amendment That's what it Prior to that the requirement to 24 receive a master barbers license was that the applicant 25 had to have a tenth grade education or the equivalent. 2 1 And if you remember, what we tried to do was whichever 2 profession had the least restrictive or the least 3 requirements -- education requirements. 4 tried to move both professions to that -- to the least 5 amount of education. 6 as possible for citizens to become licensed barbers or 7 licensed cosmetologists. 8 school education requirement to receive a cosmetologist 9 license. We moved -- we In other words, to make it as easy There is currently no high And, again, that's why we're moving the barber 10 technician, barber instructor and cosmetologist instructor 11 to that same requirement of not having to have a high 12 school education. 13 This bill also will remove the word 14 "continuous" from the requirement that applicants be 15 registered for a period of at least three continuous years 16 in order to receive an instructor's license, either barber 17 or cosmetologists. 18 And then the amendment that I have, 19 which is 015648, clarifies that the applicant must have 20 been a registered barber or cosmetologist for a period of 21 at least three years at any time in the last ten years 22 prior to filing an application in order to become an 23 instructor. 24 25 Mr. Chairman, that's a brief explanation of the bill and the amendment that makes the 3 1 bill. 2 3 CHAIRMAN JOHNSON: bill to get it before us. You don't 13 have to have a high school diploma to be a state senator, 14 so I think it's only fair that you could be a barber 15 without having a high school... 16 called and had some concerns. 17 concerned about this bill? 18 this bill? Well, you can. And as 20 much as I hate to say it, Chairman Yager, there are people 21 who quit school for one reason or another. 22 who do, there are very limited opportunities for them to 23 work. 24 to do. 25 And for those This is one of the things that they would be able That and become a state senator. The -- to the 8 gentleman from Strawberry Plains. 9 heard on it has been around the instructor part, has not The pushback that I've 10 been around the practitioner part. 11 if a person wants to be a practicing barber, then that 12 wasn't really the issue. 13 instructional side -- and I don't know barber instructors 14 -- and I don't know what the requirement is for being a 15 barber instructor, but that's been the pushback that I've 16 gotten back on this bill, is around the instructor part, 17 not around the practitioner part. 18 19 That if a -- you know, But then when you get into the CHAIRMAN JOHNSON: Further discussion?
