., On July 12,2020, U.S. Border Patrol Agents (EPA) observed suspected scouts in the area
of Midway Road, Rio Grande City, Texas. Shortly thereafter, 21 EPA observed multiple

subjects carrying bundles of suspected narcotics from the R10 Grande. River to the
lviidway Cemetery located elf Midway Road.

At approximately 4; 03 mm, 21 EPA observed a gold pickup truck, later identi?ed as being
a 2000 Chevrolet Silverado, Texas/License Plate: Lilli/19093, arrived at the Midway
Cemetery. Subsequent to seeing the Silver'ado arrive atthe Midway Cemetery, the BP-A
observed that the subjects loaded bundles- of Suspected narcotics-intothe cab and bed of
the Silver-ado. The BPAthen obs'ervedthe Silver-ado departthearea- andrelayedt'the
information and direction of travel to: Texas DPS Rangers and Troopers.

Shottly thereafter, a Texas Ranger'lojcated the Silverado-traveling eastbound on US.

Eitpressway 83 in. RioGrand?e City, Texas-and proceeded to fellow the Silveradbaslit
turned north onto Hernandez Road. Upon following the Silve'rado, the Texas Ranger;

observed the. Silverado accelerate-eta high-rate of speed and lose control. at the

interSectibn of El Campo Road and Papalote Road. TheTexaszanger- thenobserved? the

Sil?Verado roll over onto the driver?s sideadcor. TheTeXas, Ranger then obserVed the .
driver of, the 'Silverado cran'out of the passenger side door-and abscond into the brush,
Texas Rangers and Troopers.? were not able to'locate the driver of. die-Silverado.

Texas Rangers and Troopers discovered eight (8) large sacks, containing two hundred
(200) cellophane wrapped handles containing a substance suspected to be
methamphetamine, inside of the abandoned Silverado The suspected mediamphetamine
was later processed and weighed approxir'mtely 216. 00 kilograms. No (2) ?eld tests
were conducted on samples removed ?rom two (2) of the bundles, which tested positive
for the characteristics and properties. of methamphetamine;

Texas DPS CID Agents, Texas Rangers, and .BPAs conducted a follow up investigation
on the Silverado and discovered that the Silverado was sentto secondary mspectionat the
.USBP cheekpoint 1n Falfun'ia's, Tom on July 01, 2020.- Fur?ier? mvestigation led Agents

to a subject associated with the SiIVerado.

Onluly' 13?, 2020, Agents conducted a ?eld interview- on the subject assdciated with. the
Silveradoto which the subject'providedan address located inRio Grands City, Texas
were the observed the Silverad'ot Agents subsequently conducted
research on the address and discovered that Edgar LOPEZ resides at the address.

DPS CID Agents presented a photograph of Edgar LOPEZ. to the. Texas Ranger who
observed the driVer crawl out of and then abscond from the Silverado on July 12 2020..
The Texas Ranger positively identi?ed. Edgar LOPEZ as the driver of the Silver-ado that
?ed from law enforcement on July 12, 2020 following the methamphetamine smuggling
attempt.
