Association (LVTA) supports the plan to reopen our elementary school in a hybrid model. I have been working with our Superintendent, Peter Livingston, since March regarding measures to reopen all of our schools safely. have been involved in every stage of the planning and development of our reopening plan on an individual basis with Superintendent Livingston and with the reopening planning team. Our District plan has three phases and the hybrid model was one of the plans we began developing in June. Superintendent Livingston procured equipment, PPEs, and all items the reopening planning team and I requested to protect our students and staff. Superintendent Livingston and have surveyed teachers, support staff, and parents to determine the needs of our schools. Superintendent Livingston and have discussed reopening plans with community members and we have the support of many people in the Lucerne Valley community. We are a small, isolated, desert community and our situation is not comparable to the large cities in San Bernardino County. Both Superintendent Livingston and have continually monitored the data of cases of 19 in our community and have shared the information with all stakeholders. LVTA members believe that all possible measures are in place to provide as safe an environment as possible for our staff and students. Our teachers feel all of our students need the option of returning to the classroom to interact with their teachers and peers. We not only need to meet the educational needs of our students, we also need to meet the emotional needs of our students by providing them the secure environment they have in our schools. Our status as a "Severely Disadvantaged Community? 90 or so of students qualifying for free lunches and breakfasts - the District having to provide lunches even during non-school periods many of our kids? home life is marginal at best many families w/o computers - our community?s relative low virus numbers - provide an argument for a waiver and that they need to be in school. Our current demographics aren?t working in our favor for mass ?distant learning?. The middle and high schools should also be eligible for the waiver to reopen in a hybrid setup, due to the reasons already given. Additionally, our middle and high school students are a tight-knit group due to the small size of the community and school, resulting in high morale and better performance. Students residing in the communities of Yucca Mesa, Flamingo Heights, and Landers are served by Morongo Unified School District (MUSD). Students residing in Johnson Valley are served by Lucerne Valley Unified School District (LVUSD). While we strongly disagree with Governor Newsome's mandate that school reopening is suspended for now, we are aware of a waiver for elementary schools to reopen under a hybrid plan. HVCC supports all schools of all grades that invoke this waiver and desire to reopen as normally scheduled. Governor Newsome?s mandate for distant learning only does not reconcile with what scientists are saying about Covid-19 and its effect on children. We believe the need for children to be back in classrooms in front of teachers far outweighs the small risk this virus poses to minors. Teacher and Student Support Strategic Reopening School Plan Introduction Due to the COVID-19 pandemic, LVUSD schools transitioned on March 16, 2020 to Distance Learning for the remainder of the 2019-2020 school year. In response to stay-at-home orders, districts across the nation were required to provide academic instruction via Distance Learning. There were many decisions faced by districts: bandwidth, device deployment, curriculum, platforms, grading, graduation, meal distribution, essential employees, professional development, and safety guidelines. Luceme Valley Unified staff responded with ?exibility, collaboration, innovative ideas, and determination to provide our families and students with support. There are many unknowns surrounding the future of educational institutions, yet we must prepare for reopening after COVID-19. Multiple scenarios have been discussed by various governmental agencies without any executive orders regarding the 2020-2021 school year. Lucerne Valley Uni?ed School District plans to be prepared for any of these scenarios: 1) Reopening with 100% of the students on campus with feasible restrictions/guidelines, 2) Reopening with 50% of students on campus at a time with feasible restrictions/guidelines, 3) Reopening with 20% of students on campus at a time with feasible restrictions/ guidelines and 4) Reopening with 0% of students returning to campus and 100% instruction provided online. This document is intended to present feasible guidelines that the District would be able to implement for the 100% student physical return to school scenario. CDC stated that the guidelines are recommendations and the local public health departments would be able to provide further direction. LVUSD has determined that the six foot physical distance recommended is not feasible due to physical space for the 100% return; however, desks and tables would be faced forward so students did not directly face each other and masks would be worn following current mandates set by the state. California Department of Public Health (CDPH) released updated guidelines on June 5, 2020. The document states, ?All decisions about following this guidance should be made in collaboration with local health officials and other authorities.? Reopening Plan addresses the areas listed in the CDPH Guidelines. The California Department of Education released their recommendations on Monday June 8, 2020. The document encourages school districts to work collaboratively with their local public health departments and County office of Education. This plan is submitted to provide details regarding the safety guidelines LVUSD will implement. Unforeseen closures may also be in our future once we return; therefore, we must continue to plan for the various educational models and be prepared for ?uid changes. This plan will be subject to change as federal, state, and CDC guidelines, in addition to executive orders are updated. LVUSD is taking a proactive approach to plan for all future scenarios with the expectation and assumption that districts in the state may not receive additional revenue to operate this way. Districts have been told by state authorities to expect funding to drop to the levels of 2008 by Fall of 2020 and the recently released Govemor?s May Revision confirms the budgetary challenges districts will face in the Fall. Although we received guidelines from the California Department of Education for reopening schools on June 9, 2020, State Superintendent Thurmond stated that it is a local district decision to be made in collaboration with local health officials. This changed on July 17, 2020 When Gavin Newsom issued mandates on reopening based on County data with a waiver possible for elementary reopening only. We are also working with LVTA and CSEA on the implications of CDE guidelines, Executive Orders, and budget short comings. School sites will use this plan to provide overarching guidance; however, principals and staff will review the speci?c needs of their sites and outline key action steps to address the speci?c needs at their sites. El Hand sanitizing stations are in all classrooms, additional hand sanitizing stations will be placed in all multi-purpose rooms/cafeterias for student use prior to August 2020. LVUSD does not have hallways. Students pass between classes outside. Student training will take place on the ?rst day of school about social distancing between classes as they are outside. Digital, no contact thermometers have been purchased for each school site. Cl Two washable masks will be issued to all students and staff. (Protective - shields will be provided for staff by request.) Masks are recommended for grades TK-2 and required for grades 3 and up by Newsom?s mandates at this time. Changes will only be made based on space availability.) The reason for this delineation is to keep families together. Independent Study will take place on days students are not physically on campus using lessons that were recorded the previous Wednesday and via Google classroom assignments. Attendance will be taken daily, and assignments will be graded. Google Classroom will be utilized for all students in all grades, online lessons and conferencing will occur through Google Meets and is expected to be provided daily by all teachers. Lessons may be recorded for students to access throughout the day. Attendance will be recorded in AERIES. Cl Child Nutritional Services will provide grab-and go meals for the days students will not be in school. All teachers at the sites will publish a daily schedule for learning and develop a routine for students. 12?h grades will be assigned classes by subject, grade level, and program needs. Some coursework will be completed through online options when applicable while all other classes will be taught through Distance Learning during the normal school day. Teacher online lessons will be assigned based on the student's class schedule. All classes will - meet daily for online live classes Assignments will be turned in via Google Classroom. Attendance will be taken daily, assignments will be graded, and teachers will work from their classrooms. Google Classroom will be the district adopted platform for Distance Learning and professional development will be provided for all teachers.
